NOAA Ship PISCES

August 2025

NOAA FSV Class Propulsion Motor Heat Exchanger Replacement

1. SCOPE

1.1. Procure two (QTY 2) new propulsion motor coolers for NOAA Ship PISCES.

2. REFERENCES

3. GOVERNMENT FURNISHED MATERIAL

3.1. None

4. REQUIREMENTS

4.1. Fabricate and ship two new replacement heat exchangers for the main propulsion motors.

The main propulsion motors are manufactured by Teco-Westinghouse Model Number

2795AA (1125 KW, 1508 HP, 750 VDC, 134 RPM each). Reference 2.3 shows the original

OEM furnished heat exchangers. Reference 2.1 shows the currently installed heat exchangers.

4.2. The new replacement heat exchangers shall be compatible with the existing Teco-

Westinghouse motors specified in Reference 2.4 without motor modification, capable of the same cooling capacity, and of similar construction. The heat exchangers shown in

References 2.1, 2.2, and 2.3 may be used for reference for construction of the new heat exchangers. The new heat exchangers shall meet the performance specifications provided in

Reference 2.3 and those provided below:

Temperature In: 174 °F 89.6 °F

Temperature Out: 122 °F 98.0 °F

Operating Pressure: 14.7 PSI 40 PSI

MinimumTotal Heat Exchanged: 140 KW (477,820 BTU/HR)

Overall Dimensions including

Flanged connections (L x W x H): 82 11/16” long x11” width x 35 1/8” tall

4.2.1. Heat exchangers shall be constructed for a design tube side temperature of 200 °F, design pressure of 100 PSI, and a test pressure of 200 PSI. A double-walled 70/30

Copper-Nickel tube and tubesheet design shall be used. Tubes shall be outfitted with aluminum fins. Inner and Outer tubes shall be constructed on 70/30 CuNi. All tube sheets shall be 70/30 Copper-Nickel; header covers may be 90/10 Copper-Nickel.

4.2.2. Existing Seawater connections to the waterbox are 2.5” 150 lb flanged connections.

4.2.3. Heat exchangers shall have a condensate drain, tell-tale vent and drain connections, and waterbox vent and drain connections.

4.2.4. All hardware used on the heat exchanger shall be 316 stainless steel. Zinc coated hardware is not acceptable.

4.2.5. Heat exchanger casing may be hot dipped galvanized carbon steel (ASTM A123).

4.2.6. Provide a spare gasket kit for sealing up the tube bundle after the first tube cleaning.

4.2.7. The new heat exchangers must meet all performance and design criteria of

References 2.1, 2.2, and 2.3. Where differences between References 2.1, 2.2, and 2.3 are recognized, Reference 2.3 prevails.

4.3. Design drawings shall be submitted to and approved by COR prior to construction.

Contractor shall adjudicate all drawing remarks to GOVT satisfaction and provide final as-built drawings after fabrication. Design drawing shall show performance specifications for the new cooler and all dimensions, including the double walled tube design.

4.4. Contractor shall also submit the new heat exchanger design to ABS for approval. Contractor shall complete any FAT testing & verification with ABS and submit ABS approval to the

COR.

4.5. Provide a standard warranty for the heat exchanger and specify warranty conditions and length in contractor’s proposal.

4.6. Contractor’s bid shall provide demonstrated successful past performance for at least one year in relevant similar applications.

4.7. The heat exchanger shall be shipped to the following address.

5. QUALITY ASSURANCE

5.1. The heat exchangers shall be designed, manufactured, testing, and stamped in accordance with ABS Steel Vessel Rules and ASME Section VIII, Division 1.

5.2. Design drawings shall be provided to and approved by COR prior to fabrication.
