About this file

This is a Statement of Objectives (SOO) for the procurement of two new propulsion motor coolers (heat exchangers) for the NOAA Ship PISCES. The document outlines detailed technical specifications for replacement heat exchangers compatible with existing Teco-Westinghouse Model 2795AA propulsion motors (1125 KW, 1508 HP, 750 VDC, 134 RPM each).

The heat exchangers must be constructed with double-walled 70/30 Copper-Nickel tubes with aluminum fins, 316 stainless steel tube sheets and headers, and meet specific performance requirements including: 140 KW minimum heat exchange capacity, operating temperatures of 174°F to 122°F (fin side) and 89.6°F to 98.0°F (tube side), and dimensions of 82 11/16" x 11" x 35 1/8". The contractor must coordinate pickup of existing heat exchangers from NOAA's Krebs Warehouse in Pascagoula, MS for use as templates, obtain ABS approval, provide warranty coverage, and demonstrate past performance. All design drawings require approval from Stephen Miller prior to fabrication, and the finished units must comply with ABS Steel Vessel Rules and ASME Section VIII, Division 1 standards.

NOAA FSV Class Propulsion Motor Heat Exchanger Replacement

1. SCOPE

1.1. Procure two (QTY 2) new propulsion motor coolers for NOAA Ship PISCES.

2. REFERENCES

2.1. Thermofin Heat Exchanger Drawing 11463-1 “Type Electra L/D”

2.2. TECO Motor Heat Exchanger Drawing 14D-0232-C01 “Cooler Outline”

2.3. Technical Manual FRV40-226-058-010 “Motor, Propulsion DC Models: 2795AA, 2x1125

KW (2X1508 HP), 750 VDC, 134 RPM”

3. GOVERNMENT FURNISHED MATERIAL

3.1. Two (QTY 2) Teco-Westinghouse Motor Heat Exchangers

4. REQUIREMENTS

4.1. Fabricate and ship two new replacement heat exchangers for the main propulsion motors.

The main propulsion motors are manufactured by Teco-Westinghouse Model Number 2795AA (1125 KW, 1508 HP, 750 VDC, 134 RPM each). Reference 2.2 shows the original OEM furnished heat exchangers. Reference 2.1 shows the currently installed heat exchangers.

4.2. Coordinate with Stephen Miller to pick up and transport the two (QTY 2) used originally furnished Main Motor Heat Exchangers to the contractor’s facility. The originally furnished heat exchangers are shown in Reference 2.2 and may be used as a template for fabrication of the new heat exchangers, particularly in regards to the mounting bolt pattern and flanged connections for sea water piping. The heat exchangers weigh approximately 1,300 lbs each.

Heat exchangers are located in the Krebs Warehouse at the following address:

NOAA Krebs Warehouse 200 Krebs Avenue Pascagoula, MS 39567

4.3. The new replacement heat exchangers shall be compatible with the existing Teco-

Westinghouse motors specified in Reference 2.3 without motor modification, capable of the same cooling capacity, and of similar construction. The heat exchangers shown in References 2.1 and 2.2 may be used for reference for construction of the new heat exchangers. The new heat exchangers shall meet the performance specifications provided in Reference 2.2 and those provided below:

Fin Side Tube Side Fluid Circulated: Air Seawater

Total Fluid Entering: 9360 CFM @ 122 °F 120 GPM Temperature In: 174 °F 89.6 °F Temperature Out: 122 °F 98.0 °F Operating Pressure: 14.7 PSI 40 PSI

MinimumTotal Heat Exchanged: 140 KW (477,820 BTU/HR) Overall Dimensions including Flanged connections (L x W x H): 82 11/16” long x11” width x 35 1/8” tall

4.3.1. Heat exchangers shall be constructed for a design tube side temperature of 200 °F, design pressure of 100 PSI, and a test pressure of 200 PSI. A double-walled 70/30 Copper-Nickel tube design shall be used, but the waterbox may be constructed of 90/10 copper nickel or 316 stainless steel. Tubes shall be outfitted with aluminum fins.

Inner and Outer tubes shall be constructed on 70/30 CuNi. All tube sheets and headers shall be 316 Stainless Steel

4.3.2. Existing Seawater connections to the waterbox are 2.5” 150 lb flanged connections.

4.3.3. Heat exchangers shall have a condensate drain, tell-tale vent and drain connections, and waterbox vent and drain connections.

4.3.4. All hardware used on the heat exchanger shall be 316 stainless steel. Zinc coated hardware is not acceptable.

4.3.5. Heat exchanger casing may be hot dipped galvanized carbon steel (ASTM A123).

4.3.6. Provide a spare gasket kit for sealing up the tube bundle after the first tube cleaning.

4.3.7. The new heat exchangers must meet all performance and design criteria of References

2.1.and 2.2. Where differences between References 2.1 and 2.2 are recognized, Reference 2.2 prevails.

4.4. Design drawings shall be submitted to and approved by Stephen Miller prior to construction.

Contractor shall adjudicate all drawing remarks to GOVT satisfaction and provide final asbuilt drawings after fabrication. Design drawing shall show performance specifications for the new cooler and all dimensions, including the double walled tube design.

4.5. Contractor shall also submit the new heat exchanger design to ABS for approval. Contractor shall complete any FAT testing & verification with ABS and submit ABS approval to the Stephen Miller.

4.6. Provide a standard warranty for the heat exchanger and specify warranty conditions and length in contractor’s proposal.

4.7. Contractor’s bid shall provide demonstrated successful past performance for at least one year in relevant similar applications.

4.8. The heat exchanger shall be shipped to the following address.

Attention Stephen Spindler 151Watts Ave Pascagoula, MS 39567

5. QUALITY ASSURANCE

5.1. The heat exchangers shall be designed, manufactured, testing, and stamped in accordance with ABS Steel Vessel Rules and ASME Section VIII, Division 1.
