About this file
This is a Budget Detail and Payment Provisions exhibit for the California Institute for Regenerative Medicine (CIRM) meeting planning services agreement (RFP Number 26CM000413). The document establishes the financial framework for CIRM-sponsored program meetings and conferences under an umbrella master services agreement with event-specific Scopes of Work to be issued for individual meetings. The agreement contemplates multiple events throughout the contract term, with CIRM's fiscal year running from July 1st to June 30th.
Payment is structured on a NET 45-day basis in accordance with California Government Code Chapter 4.5, Section 927 (Prompt Payment Act). Individual event budgets shall not exceed $500,000, with a total annual cost cap of $2,000,000 per fiscal year. Invoices must be submitted weekly or less frequently in arrears to the specified CIRM accounts payable address or email, and must include complete documentation including contractor company information, agreement number, service dates, itemized services with rates, and total billing amounts. All invoices must reference the specific line items from the event budget, and any adjustments or changes require prior approval from the Department Head and CIRM Finance Director. The agreement includes a budget contingency clause allowing the State to cancel with no liability if appropriated funds are insufficient, and disputes are handled through the State STD Form 209 Invoice Dispute Notification process.
