About this file
This is a Project Synopsis document issued by the Cobb County Department of Transportation (Cobb DOT) in Georgia for the Chattahoochee River Trail Project, Phase II (PI Number 0019617, Cobb DOT Project No. B2432). Cobb DOT is soliciting a Design-Builder to provide comprehensive design and construction services for a bike and pedestrian trail project along the Chattahoochee River in Mableton, Cobb County, Georgia. The project extends approximately 1.3 miles, beginning at the southwestern quadrant of the SR 139/Mableton Parkway and Lee Industrial Boulevard intersection, proceeding under the SR 139 bridge crossing the Chattahoochee River, and continuing along the river to Nickajack Creek. The trail will consist of a 10'-17' shared use path with intermittent modal separation, including a bridge over an unnamed creek and boardwalks over wetlands and environmentally sensitive areas. The Design-Builder will be responsible for design, permitting, utility coordination and relocation, construction, and all related services necessary to complete the project. The project is classified as a Category 1 Design-Build project. The National Environmental Policy Act (NEPA) environmental document, a Categorical Exclusion (CE), is anticipated to be approved by February 24, 2027, with the Design-Builder responsible for obtaining an approved reevaluation prior to issuance of Notice to Proceed 3 (NTP3).
The Design-Builder will assume responsibility for site erosion control Best Management Practices (BMPs), stream buffer variances, geotechnical investigations including Soil Surveys and Foundation Investigations, and coordination with Cobb County Water System utilities using pre-qualified contractors. Cobb DOT will provide existing geotechnical information, survey control packages, and reference information documents as part of the Request for Proposals (RFP). The Design-Builder will implement nature-based stormwater BMPs to improve water quality and reduce erosion, and will ensure compliance with Cobb County MS4 permit requirements. No additional right-of-way acquisition is anticipated, and no offsite detours will be permitted during construction. A Critical Path Method (CPM) schedule will be required. This project will not be subject to a Public Interest Determination (PID) for utility relocations. All final scope requirements, detailed specifications, and submission deadlines will be included in the formal RFP, which will supersede this Project Synopsis.
