About this file
This is a Limited Source Justification document for the procurement of an InBody 770 Body Composition Analyzer for the Raymond W. Bliss Army Health Center (RWBAHC) at Fort Huachuca, Arizona. The acquisition is being conducted using FY25 Defense Health Program funds, with Biospace Inc. identified as the sole source provider. The justification notes that the InBody 770 is one of three Department of the Army-approved supplementary methods to assess body fat, authorized by Army Directive 2023-11, and is necessary to provide a second option for body composition assessment at the Army Family Wellness Center.
The document details extensive market research conducted on 15 August 2025, which confirmed that Biospace Inc. is the exclusive manufacturer of InBody products with no alternative vendors or subcontractors. The contract specialist reviewed multiple procurement platforms including DLA, ECAT, GSA, and other federal supply sources, finding no alternative sources for the equipment. The procurement is being processed under the authority of 41 United States Code 4106(c) as implemented in Federal Acquisition Regulation 8.405-6(a)(1)(i)(B), which allows for sole-source acquisition when only one responsible source can satisfy agency requirements. The most recent price comparisons for similar InBody 770 Body Composition Analyzers range from approximately $16,152 to $16,637.
