About this file

This document is a Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold for the Fort Hood Health Contracting Branch. The procurement is for a follow-on contract with ThunderCat Technology LLC to provide gastrointestinal endoscopy software upgrade and maintenance services for government-owned equipment at Carl R. Darnall Army Medical Center. The contract will be a fixed-price purchase order funded through the Defense Health Program for fiscal year 25, with a focus on software that supports the entire endoscopy clinical workflow, including patient scheduling, procedure archiving, report generation, and image capture.

Market research confirmed that while multiple endoscopy software suppliers exist, only one vendor (ThunderCat Technology) can provide the original equipment manufacturer (OEM) software compatible with the existing government-owned equipment. The document notes that ThunderCat Technology has a current approved authority to operate (ATO) for the software upgrade and maintenance services. The justification emphasizes the unique nature of the software, which streamlines patient care and operational performance across various stages of the endoscopy process, and highlights that the government's technology upgrade cycle differs significantly from the commercial marketplace.
