2. Description of Action: Purchase and Install of Setra Room Pressure Monitors

3. Description of Services or Supplies: The estimated amount of this requirement is

Vendor will remove 9 ea existing obsolete room pressure monitors and install 9 ea new Setra Secure-Sense Room Pressure Monitors (Mfr Part #: SRPM-0R1WB-A1E), each install will include new wall mounting brackets. Vendor will install 10ea SRAN Setra Remote Annunciator Assembly (Item #: EW-98074-90) in each lab as identified by the building responsible officer. Vendor will also install wiring of control components, start-up and verification of sensor and annunciator functionality, and modification of programming and graphics as needed in an existing integrated building control system.

4. Authority:

☒ FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

a. ., is the primary contractor maintaining the air handling systems in the BioTesting Division Facility. installed the Setra sensors and annunciators in other BTD laboratory rooms and programmed them into the existing building control system (a software system). Atkinson Electronics is most familiar with the building control system and air handling requirements.

This requirement will utilize the Setra sensors as brand name only. Although installed the current sensors, other HVAC companies may provide the install service if capable of install/programming and setup of the sensors.

b. Bio Testing Division recently upgraded room pressure sensors and annunciators to the Setra model SRPM-0R1WB-A1E and SRAN EW-98074-90 respectively. Now the older technology Bio Safety Level 3 room pressure sensors must be replaced. Using the same manufacturer and model will ensure the sensors can be integrated into the existing building control system and eliminate the need for service contracts covering different manufactured sensors that perform the same function.

c. Time delay certifying the biological laboratories for testing will result if a vendor unfamiliar with the air handing system, building control system, and sensor integration is selected.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☒ do not apply.

☒ Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

7. Market Research:

a. Brand name research: Research into other manufacturer’s room pressure sensors and monitors was not performed. The determination was the specific brand and models best fit to agency’s need to keep all room pressure sensors and annunciators the same manufacturer and model.

b. Potential of vendors other than suggested source: While other vendors could potentially perform the installation, other vendors may not have the familiarity with the BioTesting Division air handling and building control systems. However, this document does not seek to limit potential vendors from having the opportunity to respond if they have the capability.

8. Other Facts: The suggested source is , the contractor that typically services the HVAC systems, air handling systems, etc. at the Bio Facilities used to service air handling and building control systems in multiple facilities at Dugway Proving Ground.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price reasonableness of the sensors and miscellaneous parts and cost analysis of the labor rates and associated expenses.

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
