5. Reason for Authority Cited: The Government has a need for total parenteral nutrition (TPN) neonatal software. TPN is a method of supplying all of the nutritional needs of the body by bypassing the digestive system and providing the nutrients directly into the patient’s vein. The Marvin Medisoft, LLC TPN 2000™ software is currently the only TPN software with the required U.S. Army Information Technology Approval System Waiver (ITAS) that has been approved by the Department of the Army Chief Information Office.

6. Actions to Increase Competition: On future requirements the Government will try to procure these items through full and open competition on the Government Point of Entry. When the current requirement reaches the end of its period of performance, becomes obsolete or when equivalent software becomes available every effort shall be made to increase competition. CRDAMC will continue to evaluate the capabilities of other vendor's products and re-procure the software that provides the best value to the Government. The Government will continue to seek new resources that will satisfy these requirements through continued market research, requests for Statements of Capability, and telephonic inquiries. Telephonic and world-wide-web inquiries resulted in no other vendors that could provide the TPN software that will currently meet the needs of the government and that qualify or have been approved for the required U.S. Army Information Technology Approval System Waiver (ITAAS) guidelines.

7. Market Survey: Marvin Medisoft, LLC TPN 2000™ software is a calculation program that provides calibrations that are necessary for the exact nutritional quantities that are needed in order to provide optimal nutrition for high risk NICU babies. Initial market research revealed that the suggested vendor, a small business, was the only company that could provide software that has been approved for use by the government. Further market research which included internet searches and market research by phone revealed three businesses, XXXXXXXXX., XXXXXXXXX., and XXXXXXXXX., that had similar TPN software. These companies however do not meet the Department of Defense U.S. Army Information Technology Approval System Waiver (ITAAS) requirements. Therefore due to the trademarked nature of the product being requested and taking into consideration that the Marvin Medisoft, LLC TPN 2000™ software is currently the only TPN software with the required U.S. Army ITAAS Waiver (ITAS) that has been approved by the Department of the Army Chief Information Office no other business can provide the requested item. Marvin Medisoft, LLC is the sole authorized distributor of the items needed for this procurement.
