1. Contracting Activity: United States Army Medical Acquisition Activity (USAMRAA)
2. Requiring Activity: United States Army Medical Research Institute of Chemical Defense (USAMRICD)

5. Description of Services: Stem International will assemble 20 behavioral test panels and also repair and replace component parts on 12 existing panels. Stem International is the original equipment manufacturer (OEM). These platforms are used daily in ongoing mission critical research involving chemical warfare agents and their effects on large laboratory animals. USAMRICD has been using Stem International to manufacture and service the test panels for years and therefore must continue working with them to avoid any inconsistencies in the services being offered. Such inconsistencies would be detrimental to ongoing mission critical research.

FAR 13.106-1(b)(1)(i): Only one source reasonably available.
7. Reason for Authority Cited: USAMRICD is a world-class organization and clear leader in medical research. For this requirement, USAMRICD has utilized Intelligence Test Platforms in experimentation performed onsite. These platforms require periodic assembly, maintenance, upgrade, repair and replacement as they become unserviceable from use or the units require modification to better perform the tasks for which they are intended. This is a follow-on requirement to have Stem, as the OEM, provide assembly, maintenance, upgrade, repair, and replacement of behavioral test platform services. Use of the OEM for follow-on support is critical to maintain research integrity and avoid equipment downtime.
8. Efforts to obtain Competition: A Sources Sought Notice was posted on Fed Biz Ops on 13 May, 2016. No responses were received by the response date of 23 May, 2016.
9. Actions to remove or overcome barriers to Competition: As it is the policy of USAMRAA to promote the use of competitive procedures whenever and wherever possible, future acquisitions for behavioral test panel repair and maintenance services not characteristically specific to Stem International will be procured through full and open competition.
10. Market Survey: Quality of research would be compromised if a vendor other than STEM International were to take over test panel assembly, repair and parts replacement. It is vital that scientists be able to compare current test panel data to previous studies.
11. Interested Sources: To date, no other sources have written to express an interest.
12. Procurement History and any other facts:
a. The MRICD research team has been conducting state of the art research along with Stem International since 2010. Competitive award W81XWH-10-P- 0723 expired on September 29,2014 with a total value of $268,087.25 (includes exercised options). Performance of the award was for the assembly, maintenance, repair, replacement and upgrade services on specialized equipment (Behavioral Test Platforms) used onsite.
b. Smaller procurement requirements to Stem were procured through the use of the Government Purchase Card.
13. Technical I Requirements Certification: I certify that the support data under my cognizance which are included in this SSJ are accurate and complete to the best of my knowledge and belief.
14. Contracting Officer Certification and Approval: I certify that this justification is accurate and complete to the best of my knowledge and belief. Based upon the facts described herein, I hereby determine that the anticipated price to the Government will be fair and reasonable, and a determination of price reasonableness will be documented and placed in the contract file.
