About this file

This Invitation to Bid document is issued by the City of Oxford, Georgia for a Water and Electric Meter Replacement project. The project involves removing and replacing approximately 770 water meters (3/4", 1", and 2" sizes) with AMI transmitters, installing approximately 200 additional AMI transmitters on existing meters, installing approximately 705 3/4" backflow preventers, replacing meter boxes and curb stops as necessary, and removing and replacing approximately 750 electrical meters. The scope also includes service line material documentation, site restoration, data collection, and property owner communication. The work will be administered under two separate contracts—Contract A for water meter replacement and Contract B for electrical meter replacement—with bidders permitted to submit bids for either or both contracts. The bid submission deadline is November 4, 2026 at 2:00 PM local time via electronic submission through QuestCDN.com, with no paper submissions accepted. All bids must be accompanied by a bid bond or certified cashier's check equal to 10% of the base bid. The project allows 210 consecutive calendar days for completion, and base costs will be posted on the QuestCDN website within approximately 30 minutes after bid closing.

Bidders must demonstrate qualifications by completing Section 00470 and must hold a valid Georgia State "Utility Contractor" license with an employed "Utility Manager" certification holder. Performance and Payment Bonds, each equal to 100% of the contract price, will be required of the successful bidder, with surety companies required to have a minimum "A" rating and financial strength of at least five times the contract price. No withdrawal of bids is permitted for 60 days after the closing time except as provided by state law. Project funding is provided through local funds with no wage rates, payroll, or BABA documentation required. The City of Oxford will provide all water meters, electric meters, and AMI transmitters, while the contractor must supply all other materials and equipment necessary for complete installation. The Owner reserves the right to reject any or all bids and to give preference to bidders submitting proposals for both contracts. Digital project documents are available for download at a $50 fee, with an additional $42 bid submittal fee required through QuestCDN.
