About this file
This document is an Advertisement for Proposals from the City of Waycross, Georgia for a Wastewater Treatment Plant (WWTP) Digester Cleaning project. The proposal solicits sealed bids for cleaning accumulated sludge, grit, and sand from a 60-foot diameter digester, including de-watering and disposal of residuals. Proposals will be received until 2:30 PM on Thursday, November 20th, 2025, at the Waycross City Hall, with bids to be publicly opened and read. Proposals will be evaluated on both qualitative and quantitative measures, not solely on cost, and cannot be withdrawn for 60 days after the closing time.
The project is funded through the GEFA Clean Water State Revolving Fund (SRF) Program, requiring compliance with applicable state and federal bid laws. Bidders must submit a bid bond or certified cashier's check for 5% of the base proposal price. Performance and Payment Bonds, each for 100% of the contract price, will be required from the successful bidder. The bonds must be from a Georgia-licensed surety company with an "A" minimum rating and financial strength at least five times the contract price. Complete digital specifications and contract documents are available on QuestCDN.com for a non-refundable $200 fee, with a utility contractor's license not required for this specific cleaning project.
