1.0 BACKGROUND AND EXISTING CONDITIONS:

Bodie Island has four housing units: 117, 118, 119 and 120, that provide lodging for permanent and seasonal employees. The units were constructed circa 1965. The units are wood framed with asphalt shingles. There are two wastewater vents that penetrate each gable roof. The roof decking is ¾ inch plywood with repairs made periodically over time. The roofs are approximately 2,000 sq ft for a total of 8,000 sq ft. The trusses are 24 inches on center, and the attics are vented at the gable ends. High winds have caused the existing asphalt shingles to blow off, requiring repairs to roof decking and shingles on all four units. Attic access is limited by trusses and HVAC ducting.

2.0 OBJECTIVES:

Replace existing asphalt shingle roofs on all four housing units with new high wind resistant roofs.

All work shall meet International Building Code (IBC)/North Carolina Building Code (NCBC) standards.

3.0 PLACE OF PERFORMANCE:

4.0 PERIOD OF PERFORMANCE:

Upon award of contract, completion of project will be accomplished in 120 days.

5.0 TASKS/SPECIFICATIONS:

Replace roofs on four housing units. Work must meet the attached Specification Section 07 31 13.01

10 HIGH WIND ASPHALT SHINGLE ROOF INSTALLATION.

5.1 Demolish the existing roof system down to the roof deck: shingles, felt paper/underlayment fabric, drip edge materials, penetration boots, roof vents, facia boards and facia wrap, etc., complete.

5.1.1 No nails or other fasteners shall be left in place from the demolition of existing roofing. Pull remaining nails to leave a clean level deck surface. Notify the NPS Contracting Officer (CO) and Contracting Officer Representative (COR) for an inspection of the roof deck to ensure a clean level surface prior to the installation of new materials.

5.1.2 Demolish existing weak/rotten roof decking material, 800 sq ft total. Wood is considered weak/rotten when field tested with an awl or screwdriver pushed by hand can sink more than 1/8 inch into the wood. Remove old decking back to the nearest roof rafter. Cut straight lines to the center of the rafter to provide room to secure the replacement deck material. Short lengths of 2x4 lumber may be sistered to the existing roof rafters to provide solid members to fasten new decking. Screw short lengths that are utilized with a screw at each end and every 12 inches minimum along the sistered member. New deck material shall be ¾ inch plywood.

5.1.3 Ensure flush deck repairs with no lips, edges, or protrusions.

5.2 Conduct walk around of the grounds below to remove 100% of demolished material.

Magnets may be used to help locate and gather metal pieces. Contractor must make daily clean up measures at ground level to gather construction debris. Construction debris must be covered or bagged to keep from blowing around or off the site.

5.3 Install new Roof system according to approved products. New roof system must meet the attached high wind specification and be rated as 150 mph.

5.3.1 Include drip edge. Corner pieces shall be continuous and cut to bend around the corner for at least 12 inches on both sides of the corner.

5.3.2 Cover entire roof with self-adhering membrane on top of the roof deck.

5.3.3 Install new rubber boots for pipe vents sized to fit existing pipes and seal with no leaks.

5.3.4 Install new architectural asphalt shingles which meet a 150 mph rating when installed as part of manufacturer’s supplied roof system. Installation must follow the manufacturer’s instructions and specifications and Building Code installation requirements for the location.

5.3.5 On each eave and rake, install a starter row of shingles or manufacturer specific starter strip material.

5.3.6 Utilize (blackjack) asphalt sealant under each shingle at least every 12 inches for temperatures below manufacturer recommended installation temperatures.

5.3.7 Roofing tacks/nails shall be galvalume or type 316 stainless.

5.3.8 Install attic venting system congruent with the manufacturer’s product line and installed according to manufacturer’s instructions applicable to the warranty.

Calculate the adequate area of ventilation in square inches for the attic floor space according to 1:150 ratio – 1:300 ratio.

5.3.9 Provide new facia boards to replace the existing demolished facia. New facia shall be 1x8 #2grade pressure treated pine fastened to each roof rafter with minimum 3 fasteners per rafter. Pressure treatment shall be 0.23 pcf MCA or

0.60 ACQ or 0.80 CCA. Cover the facia boards with aluminum facia wrap.

Exact color will be selected by the COR.

5.3.10 Clean the painted surface of the soffits and pile caps beneath the roof over hang, including the area underneath the overhang on each gable end of the houses.

Perform surface preparation according to the instructions and manufacturer’s recommendations for new paint. Paint the cleaned surfaces of the soffits and piles caps white, using 1 coat of exterior primer and 2 finish coats. Exact color will be selected by the COR.

5.3.11 Provide new gutters, downspouts, and splash blocks for the west side of each house. Provide high capacity, high flow aluminum seamless gutters, 0.032 inch thick minimum and high capacity downspouts which meet or exceed requirements for high wind areas. Gutters shall meet or exceed ANSI/SPRI GD- 1 (2010) Secure gutters and downspouts to the houses using aluminum fasteners.

5.3.12 Carpentry/Roofing/Framing/etc. work necessary to provide a new standing seam metal roof in place of the existing roof is included in this project.

5.3.13 Follow FEMA Technical Bulletins and Advisories notices for high wind and flood hazard areas.

5.3.14 Color will be selected by the COR. Submit the manufacturer’s available colors for approval.

5.4 Temporary roofing installed during times between demolition and new roof installation shall maintain the roof as watertight and able to prevent leaks and damage to the building and structure until reroofing work is completed. Contractor is to make sure that at the completion of work each day the projects roof is 100% watertight.

5.5 Conduct a final walk around after new roof is installed to walk around of the grounds below to remove 100% of construction debris. Magnets may be used to help locate and gather metal pieces. Contractor must make daily clean up measures during new roof installation at ground level to gather construction debris. Construction debris must be covered or bagged to keep from blowing around or off the site.

5.6 The Contractor shall provide ladders for access to the roof for inspection by NPS personnel.

6.0 WARRANTIES

6.1 In addition to warranty required by FAR clause 52-2.6-21 warranty of construction, the following is also required:

6.1.1 New roof shingle system must have a 15-year material warranty (minimum).

Installation contractor must provide a 5-year (minimum) workmanship warranty, non-prorated. No exclusions for wind rating or workmanship due to hurricanes.

Manufacturers or roofing systems with warranties which carry exclusions for wind ratings and workmanship due to hurricanes shall not be approved. No reductions in warranty shall be approved for the slope of the roof of the existing houses.

7.0 DELIVERY AND STORAGE:

7.1 Deliver roofing materials to the project site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, approval or listing agency markings, and directions for storing and mixing with other components.

7.2 Delivery of materials to the park will be brought in when needed. Items stored outside will be done at the Contractor’s own risk. Use and storage of a work trailer can be coordinated with the COR.

7.3 Materials must be stored on site according to Manufacturer’s recommendations and requirements. Damaged or improperly stored materials must be replaced at the Contractor’s expense.

8.0 GOVERNMENT-FURNISHED EQUIPMENT:

8.1 No Government equipment will be provided. Water from available hose bibs on houses and exterior electrical outlets on houses may be used during the project by the Contractor as needed. Back flow prevention and over current devices must be provided by the Contractor and utilized according to municipal codes and manufacturer’s instructions.

9.0 SECURITY:

9.1 Access to the site will be during normal business hours (M-F 7:00 to 5:00 PM). Work before or after hours may be requested by the Contractor to the CO. An escort will be provided during any necessary entry into non-public or secure areas. No work will be

7 | P a g e accomplished during federal holidays, during inclement weather, in advent of an emergency or during planned park events.

10.0 OTHER UNIQUE REQUIREMENTS:

10.1 This site is part of the Cape Hatteras National Seashore. Therefore, additional care must be taken while working around exhibits and visitor areas. No obscene language on clothing will be allowed. Appropriate clothing and shoe wear must be worn inside of the park’s areas. No smoking or tobacco products in or around the buildings (within 50 feet of buildings or entrances). The COR will show the crew members where the established smoking areas are located. No inside lunch areas are available. Clean-up will be accomplished 45 minutes prior to schedule closing time. No trash or debris will remain in the work site overnight. Dumpster and recycling are the sole responsibility of the contractor.

Contractor’s vehicles will be parked be at the discretion and coordination of the COR to prevent impact on the visiting public.

10.2 Work site is in a government housing area. Parking will be designated for contractor personnel. Dumpster location will be designated by COR based on available locations.

10.3 During the demolition and construction phases of the project, work will be done to prevent the greatest impact on the housing residents. Areas that need to be closed will be coordinated with the COR.

10.4 The contractor is responsible to repair all damage caused by their personnel or equipment. Property and grounds must be brought back to original or better condition.

11.0 QUALITY ASSURANCE:

11.1 Quality Assurance will be completed through inspections by the Contracting Officer

Representative and Subject Matter Experts. Manufacturer’s instruction, Building Code Requirements, and Industry Standards such as National Roofing Contractors Association standards will be utilized to assure quality of workmanship.

11.2 The contractor shall maintain a qualified crew of roofers throughout the duration of the project and ensure quality control. Only qualified journeypersons shall be engaged in roofing work. Apprentices may be used provided they work under the direct supervision of a qualified journeyperson. A qualified crew will consist of the project manager, journeymen and apprentices.

12.0 SUBMITTALS:

Submittals shall be submitted to the CO and approved prior to contract award.

12.1 Work schedule -- delineating the various stages of work by phase (milestones). At a minimum include: Demolition for each house, new installation of each house, expected completion date for each house.

12.2 The following submittals will-be required after work is complete and before final invoicing:

12.2.1 Warranties and Product Guarantees.

12.2.2 Manufacturers recommended care and maintenance requirements.

13.0 BARRIERS & RESOURCE PROTECTION MEASURES:

13.1 Protect all exterior/interior surfaces of the building and adjacent landscaping, walks, drives, walls, signage, all adjacent buildings, and Government equipment from damage by project operations. Use tarps, drop cloths, shields, masking, tape, templates, or other suitable protective means. Protect glass windowpanes, and metal hinges and other non-painted features from breakage or other damage during project work.

13.2 Erect temporary construction barriers to protect visitors, employees and restrict pedestrian access. The contractor shall work with the CO/COR to avoid or minimize interruptions to general visitor access. Minimum is OSHA standards.

14.0 GREEN CONSIDERATIONS:

14.1 To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.

14.2 Use products meeting or exceeding EPA’s recycled content recommendations for EPA designated products.
