STATEMENT OF WORK (SOW)/PERFORMANCE WORK STATEMENT (PWS)

Bottom Array Rapidly Deployed Powered Subsea Reel with braking system

1.0 Background

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) provides research, development, test and evaluation, in-service engineering, and fleet support to ships, submarines, payloads, undersea systems, offensive and defensive weapons and countermeasures in support of national defense. Fabrication of prototype systems in support of research and development efforts often requires the procurement of vendor supplied items for critical system functionality. The following statement of work outlines the system requirements for a custom Subsea Reel with Braking System in support an Office of Naval Research Future Naval Capability project. The procurement will be funded with RDT&E Direct Cite.

2.0 Scope

Bottom Array Rapidly Deployed (BARD) Project requires a subsea reel to deploy and control stopping of a specified load. The subsea reel will integrate, via mechanical, electrical, and software interfaces, into an existing Government system. The Vendor shall supply the Subsea Reel with Braking Systems per the requirements described by the Government in Section 4.1.

As an overview, the Subsea Reel with Braking System shall be capable of controlled payout of a specified load, able to halt movement of the specified load, be rated to the depth stated in Section 4.1, and be able to provide specified telemetry data (pressure / speeds / scope count).

4.0 Technical Requirement

4.1 Requirements for Subsea Reel with Braking System

The following list details the applicable requirements for the Subsea Reel with Braking System in relation to program objectives:

4.1.1 Subsea Reel with Braking System shall contain a minimum of 21,000 feet of 3/8”

Amsteel Blue line.

4.1.2 Subsea Reel with Braking System shall have a payout speed greater than or equal to 6 ft/second.

4.1.3 Subsea Reel with Braking System shall be capable of holding a weight greater than or equal to 4,000 lbs. via a parking brake.

4.1.4 Subsea Reel with Braking System shall be capable of controlled deacceleration (reduced impulse loading) of a weight greater than or equal to 4,000 lbs. from terminal velocity to 0 ft/second.

4.1.5 Subsea Reel with Braking System shall be able to continuously provide braking force for a weight greater than or equal to 4,000 lbs. in an unpowered state of operation.

4.1.6 Subsea Reel with Braking System shall require no maintenance for a minimum of 1 year from the day the unit is deployed in-water. The Vendor shall provide recommended maintenance cycle.

4.1.7 Subsea Reel with Braking System shall be rated for a depth of 6,000 meters.

4.1.8 Subsea Reel with Braking System shall utilize either an electric or hydraulic braking system.

4.1.9 Subsea Reel with Braking System shall allow for digital control of the brake engagement and disengagement.

4.1.10 Subsea Reel with Braking System shall have a control system for logic feedback and bi-directional control between itself and Government Furnished Equipment (GFE). GFE will be specified in follow-on documentation. Interface will either be ethernet or vendor proposed solution with Government approval.

4.1.11 Subsea Reel with Braking System shall have an integrated method(s) to monitor and adjust the speed of the reel during release of the load. Data to be transferred to designated GFE via ethernet or vendor proposed solution with Government approval.

4.1.12 Subsea Reel with Braking System shall have an integrated method(s) to monitor health of electrical or hydraulic control systems. Data to be transferred to designated GFE via ethernet or vendor proposed solution with Government approval.

4.1.13 Subsea Reel with Braking System shall have an integrated method(s) to monitor the amount of Amsteel Blue line spooled out from the reel during deployment. Data to be transferred to designated GFE via ethernet or vendor proposed solution with Government approval.

4.1.14 Subsea Reel with Braking System shall have real-time feedback to Government

Furnished Equipment interface for speed of reel, health of electrical or hydraulic control systems, and reel speed.

4.1.15 Subsea Reel with Braking System shall have redundancy of critical components. i.e.

Braking system and hydraulic system shall have a primary and backup units to enable desired system functionality.

4.1.16 Subsea Reel with Braking System shall fit within a volume and dimensional constraints no greater than 72” by 72” by 48” form factor.

4.1.17 Subsea Reel with Braking System shall have auxiliary system for level winding of

Amsteel Blue line. Auxiliary system shall be used onboard vessel of opportunity or shoreside.

4.1.18 Subsea Reel with Braking System shall have bolt pattern for mounting to Government Furnished Equipment rated to a minimum of 15,000 lbs. distributed across no less than six (6) mounting points.

4.1.19 Vendor shall provide a Factory Acceptance Test (FAT) Plan to include all stated requirements for Government approval. Vendor shall state each method of requirement verification. Government shall receive two-week notice prior to FAT test events in order to observe the test event. The following list includes but is not limited to suggest FAT events:

4.1.19.1 Brake engagement via drop or pull test

4.1.19.2 Brake engagement with static load

4.1.19.3 Power measurement (volts / amps / in rush current) during system standby

/ operational states

4.1.19.4 Redundant system operation

4.1.19.5 Size, weight, Center of Gravity, and Center of Buoyancy measurements

4.1.20 Vendor shall provide a report on Factory Acceptance Test (FAT) events to the government no greater than two weeks from test event date.

4.1.21 Government shall reserve the right to perform hydrostatic pressure testing on critical components or final system configuration, prior to system acceptance. Vendor shall be offered the opportunity to observe test event.

4.1.22 Vendor shall provide an Interface Control Document (ICD) for connecting to Government Furnished Equipment. Government will provide list of requirements for ICD content in follow-on documentation.

4.1.23 Vendor shall provide training to government personnel on operation and safe usage of Subsea Reel and Brake System upon delivery.

4.1.24 Vendor shall provide Technical Data Package of the Subsea Reel and Braking System upon delivery of the system using a Vendor’s format pre-approved by the Government.

Items to include, but not limited to, supporting calculations, technical drawings, and component documentation.

4.1.25 Vendor shall provide Standard Operating Procedure (SOP) for the reel and braking system upon delivery.

4.1.26 Vendor shall provide recommended maintenance plan and troubleshooting guide for Subsea Reel and Brake System identifying recommended maintenance to be performed, periodicity of maintenance, whether maintenance shall be performed by vendor or Government, procedures for Government performed maintenance, and troubleshooting procedures.

5.0 Progress Reports

Progress reports on Subsea Reel and Braking System production shall be provided by the 1st of the month after contract starts and until Government receives final deliverables from Vendor.

Monthly meetings shall be scheduled by the Vendor with government representatives to provide production status and summary of the report.

5.1 Contract Status Report

The Vendor shall prepare a Vendor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks. The Vendor shall submit the Contract Status Report for the same timeframe as each invoice submitted in the Wide Area Workflow (WAWF) Module of the Procurement Integrated Enterprise Environment

(PIEE).

10.0 Security Compliance

10.1 Program Protection

SECURITY: All Vendor personnel shall adhere to the Security provisions of 32 CFR Part 117 – National Industrial Security Program Operating Manual (NISPOM). While performing work at a Government Facility, Vendor personnel shall comply with the security regulations of the host facility. Applicable FAR, DFARS, NMCARS clauses, and NAVSEA text shall be adhered to in the performance of this contract. Security incidents shall be promptly reported through the companies Facility Security Officer (FSO), to the Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC), and the Cognizant Security Office to NUWCDIVNPT Security.

10.2 Operations Security (OPSEC)

OPSEC is a process that identifies critical information to determine if friendly actions can be observed by adversary intelligence systems, determines if information obtained by adversaries could be interpreted to be useful to them, and then executes selected measures that eliminate or reduce adversary exploitation of friendly critical information.

The Vendor shall develop and implement, and update and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the Vendor and any subVendor during performance of the contract. The Vendor shall be responsible for the subVendor implementation of the OPSEC requirements. The Vendor developed OPSEC program may include Information Assurance and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Presidential Memorandum (NSPM) 28, and at a minimum shall include:

1) Assignment of responsibility for OPSEC direction and implementation.

2) Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.

3) Establishment of OPSEC education and awareness training.

4) Provisions for management, annual review, and evaluation of OPSEC programs.

5) Flow down of OPSEC requirements to subVendors when applicable.

While performing aboard Government sites, the Vendor shall: comply with all OPSEC instructions and policies; include OPSEC as part of its ongoing security awareness program and take all required Agency training; Be responsive to the Supporting OPSEC Manager on a non-interference basis; and Protect sensitive unclassified information and activities, which could compromise classified information or operations, or degrade the planning and execution of operations performed by the Requiring Organization and Vendor in support of the mission.

10.3 Electronic Spillage

Electronic Spillage (ES) is defined as a situation where information of higher classification than a system is authorized to process is introduced into that system, intentionally or otherwise. If a Vendor is determined to be responsible for an ES, all direct and indirect costs incurred by the Government for ES remediation will be charged to the Vendor.
