ROCK ISLAND ARSENAL DATE: 8 AUGUST 2024
SCOPE OF WORK
Hach Air Particulate Counter Service
1. GENERAL:
1.1 Purpose: The purpose of this Scope of Work (SOW) is to provide prescheduled onsite basic/standard air calibration services for four (4) Met One (Hach) 3415 Particulate Counters and four (4) Met One (Hach) Relative Temperature/Humidity sensors located at the Rock Island Arsenal Joint Manufacturing Technology Center (RIA-JMTC), in Rock Island, IL 61299- 6400.

1.3. Security: RIA-JMTC is an Army installation subject to Department of the Defense safeguards, various precautions, and plant protection measures. At all times during the execution of this SOW, the contractor will maintain adequate plant protection devices to minimize espionage, sabotage, and other malicious destruction and damage. At least one week in advance of the scheduled performance period the contractor will register each contracted employee required to perform this SOW at Rock Island Arsenal with the Security Office.
The Contractor shall comply with all security requirements of the Rock Island Arsenal.

1.4. Delivery Hours or Service Hours: Deliveries and service calls will only be allowed from 0600 – 1430 Central Time. These hours are subject to change;
however, the Government will notify the contractor of such changes. The contractor will contact the designated JMTC Representative to obtain an electronic key for their representative (i.e. delivery driver) in order to have access to the facility. Deliveries and service calls outside the normal hours stated above will be coordinated with the JMTC Representative to address any emergency situations.
1.5. PERFORMANCE PERIOD: Contractor's effort will begin on an “as-needed” basis, at the Contract award. Period of performance for this contract 1 Year from the date of contract award with Four (4) Option Years. Upon successful completion of each service call the contractor shall invoice as soon as possible for each service call.
2. SAFETY AND ENVIRONMENTAL:
2.1. SAFETY: The contractor is responsible for complying with all federal, state, and local safety and environmental regulations, including, but not limited to Occupational Safety and Health Act, Environmental Protection Agency (EPA), Illinois Environmental Protection Agency (IEPA), and Army regulations.
Contractor must adhere to all Rock Island Arsenal Safety requirements, policies and statutes. The contractor shall be responsible for obtaining any hot work/open flame permits required and coordinating with the RIA Fire Department in accordance with (IAW) RIAR 420-2, Chapter #7 – Special Operations, Welding, Cutting and Tar Kettles, specifically Section 7-2, pages 27 and 28. To contact Fire Department for flame permit, contractor shall call (309) 782-5948 or 2911.

2.2. Environmental: All hazardous wastes, acid, and contaminated material generated by the execution of this project will be disposed of IAW all applicable federal, state, and local laws and regulations. All transport and decontamination will be performed IAW all applicable interstate, federal, state, and local laws and regulations. Any materials and/or wastes generated from this effort shall be labeled with appropriate transportation/disposal documentation for off-site disposal to include but not limited to Hazardous waste manifests and associated Land Disposal Restriction. Prior to discussing any environmental issues with the environmental agency of primacy, the contractor shall contact the designated JMTC Representative for direction.
2.3. Ozone Depleting Chemicals (ODCs): The contractor shall assure during execution of the tasks outlined in this SOW that none of the materials used contain Class I ODCs as defined by Public Law 102-484, Section 326.
3.1 Performance Requirements: This SOW is a performance-based specification. The objective of this contract is to perform calibration and certification on four (4) Met One 3415 Particle Counters located in the Northwest end of Building 208 in the Basement Clean Room to ensure a dust free environment according to the established guidelines of RIA-JMTC-R 702-36 Test Measurement Diagnostic Equipment (TMDE), ISO-21501-4 Calibration Particle Counters, and ISO-14644 Historical Calibration Method and Standards.
3.1.1 Contractor is to perform the calibration service to the Particle Counters on-site at RIA-JMTC annually.
3.2. General: The contractor shall be responsible for performing all lock-out and tag-out of equipment. Contractor shall provide all necessary tools, and equipment to perform the full scope of work. At the time of completion, the contractor’s POC shall notify the JMTC Representative the calibration is complete and provide a copy of the service report and calibration certification for each machine.
3.3. Points of Contact and Notification: At the time of contract award, the contractor shall identify a notification Point of Contact (POC) for service scheduling purposes. The JMTC Representative shall notify the Contractor’s POC to schedule the service requirement when needed on an annual basis.

3.4. Qualifications: All work performed under this contract shall be accomplished by a (factory trained) certified technician, repairman or engineer.
The technician, repairman or engineer must be trained to perform calibration on the equipment requested in the initial designated JMTC Representative notification.
3.5. RIA Assistance: Contractor shall furnish all labor, parts and tools required to perform repairs. JMTC shall assist when possible; however, the contractor should not depend on this assistance.
3.6. Additional: The JMTC Representative shall be notified immediately of any service requirements or parts, which are identified as extraordinary repairs. This would include all parts and services not considered covered in this purchase order. The Contractor shall provide a service report at the completion of each service call. Said report shall contain detailed itemization of all parts and labor.
Report to be legible, either handwritten or electronic (preferred) in a Microsoft Word or Excel format. Reports are to include identification of the servicing technician and should be legible. Service Reports shall be sent to the assigned JMTC Representative.
3.7. Shipping Address: All boxes, parts and components which require shipping shall be accomplished by the servicing technician. Incoming shipment of repair parts shall be made to:

4. INSPECTION/FINAL ACCEPTANCE:
4.1. The JMTC Representative will monitor contractor performance on this Purchase Order in accordance with the Quality Assurance Surveillance Plan (QASP) and the terms and conditions set forth in this SOW.
4.2. Upon machine calibration completion, JMTC Representative will inspect the repaired machine, and, if acceptable, sign the Service Report.
4.3. The JMTC Representative will perform acceptance of service in Wide Area Workflow (WAWF) once the contractor has submitted their invoice and all work is completed.
5. QUALIFICATIONS: When requested, the Contractor shall provide documented evidence that:
5.1. The service technician has at least two (2) years’ experience performing work on Met One (HACH) Particle Counter’s.
5.2. The Contractor possesses the necessary equipment to conduct the services set forth in this SOW.
6. Security training (not needing a CAC)
6.1 AT Level I Training. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training. The JMTC Representative will be provided a copy of the RIA-JMTC AT Level I awareness training and assuring the training is completed. The contractor shall sign a Memorandum of Record for each contractor employee and subcontractor employee to the RIA- JMTC Operations Center prior to a RIA-JMTC electronic keys and access pass being issued.

6.2 Access and General Protection/Security Policy and Procedures.
The contractor and all associated subcontractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Director of Emergency Services. The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the change clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
6.3 For contractors that do not require CAC but require access to a DoD facility or installation.
Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center interstate identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility access and local security policies and procedures (provided by government representative). The JMTC Representative will provide guidance to complete the Access Control Records Check Request Form thru the RIA Directorate of Emergency Services.
6.4 Access Badges and Electronic Keys.
Contractor will acquire and need to return all issued U.S. Government Common Access Cards, installation badges, and/or access passes. Use FAR 52.204-9 or PADDS Clause IF00015 IF00015 at the end of the contract or the last day of an individual contractor’s employment.

6.4.1. RIA-JMTC electronic keys and access passes are accountable items and will be returned within 24 hours of no longer being needed.
Items will return to the JMTC Representative or placed in a drop box at an RIA-JMTC access point.
6.4.2 Contractors who routinely fail to return these items will not be issued them in support of any future contract.
6.5 IWATCH (See Something, Say Something) Training.
The Contractor and all associated subcontractors shall brief all employees on the local iWATCH program. The iWATCH training will be provided in the RIA- JMTC AT training.
6.6 Impact on contractor performance during increased FPCON during periods of increased threat.
During FPCONs Charlie and Delta, services may be discontinued/postponed due to higher threat. Services will resume when FPCON level is reduced to level Bravo or lower. The FPCON descriptions will be provided in the RIA-JMTC AT training.
The JMTC Representative will keep the contractors informed on the current FPCON or any possible FPCON change.

6.7 Random Antiterrorism Measures Program (RAMP) participation.
Contractor personnel working on Rock Island Arsenal are subject to participation in installation RAMP security program (e.g. vehicles searches, wearing of ID badges, etc.). Contractors will comply with any instructions given by the Rock Island Arsenal Police Department. The RAMP program is discussed in the RIA-JMTC AT training.
7. SOFTWARE SUPPORT:
Equipment identified by the JMTC Representative as causing RIA-JMTC to not meet its customers’ orders or security non-compliant shall have the repair service prioritized. RIA-JMTC will have access to software and firmware for accreditation. The contractor will notify JMTC Representative within 15 days of a security update for firmware and or software.
7.1. INFORMATION ASSURANCE AND ACCREDITATION
7.2.1. Non-Government-Owned computing systems or devices:
The Contractor shall comply with AR 25-1 and AR 25-2. The Contractor shall not install or connect non-Government-owned computing systems or devices to Government networks without the JMTC Representative coordinating and obtaining proper authorization from the appropriate Information System Security Manager (ISSM), ensuring that all software has a Government Assess Only Authorization. The non-Government-owned computing systems or devices include, but are not limited to, personal or Contractor-owned thumb drives e.g., memory sticks, flash drives, Universal Serial Bus (USB) drives, jump drives, pen drives, removable or external hard drives, Personal Digital Assistants (PDA), PC Cards/Express Cards, MP3 players, cell phones, digital media, floppy disks, compact disc (CD)/digital video disk (DVD) burners, optical recordings, photo flash cards, laptops, or any devices that can store data.
