About this file

This is a contract between the Wisconsin Department of Children and Families (DCF) and DNA Diagnostics Center for the provision of paternity testing services. The contract is identified as No. 437004-M26-0002687-000-01 and is managed through the STAR procurement system with Supplier ID 0000100439. The contract is effective from July 1, 2026, through June 30, 2029, with Nicole Price serving as the DCF Contract Administrator. DNA Diagnostics Center is located at 1 DDC Way, Fairfield, Ohio 45014-2281, with Jason Judd designated as the authorized signatory and primary contract administrator contact.

The contract provides paternity testing services for Wisconsin counties, tribes, and adoption agencies through genetic material analysis. Two service options are offered at fixed unit prices: paternity testing with sample collection at $39.75 per test and paternity testing without sample collection at $25.00 per test, with identical pricing maintained throughout all three fiscal years of the contract term. The contractor is required to maintain American Association of Blood Banks (AABB) accreditation, provide testing with a minimum 99% probability of paternity, deliver reports within 15 calendar days for standard cases, and conduct at least one annual training seminar for prosecuting attorneys and child support staff. The contractor assumes responsibility for sample collection, transportation, chain of custody documentation, expert witness testimony, and redraws when necessary. Monthly invoices are submitted via STAR, and payment is made only for tests actually performed based on detailed invoices including court case numbers, individuals' names, relationships, and collection dates.

Contractors shall have the ability to perform motherless paternity calculations and test various types of specimens including tissue from deceased individuals.

• The laboratory, in conjunction with the local agency shall arrange for the collection of genetic material (including buccal) samples or the collection of blood samples (if necessary) of the parties for transfer to the testing laboratory. These arrangements will be specified in the local agency purchase order with the laboratory.

• The testing laboratory shall be responsible for transporting specimens in sealed containers, and verifying it through the use of standard protocols in chain of custody documents.

• The testing laboratory shall have a system to monitor the accuracy and precision of each analytical procedure for every assay performed in the lab.

• Testing of genetic systems by the Contractor shall include multiple systems that result in a cumulative probability of exclusion of at least 99%. For a non-excluded putative father, testing by the Contractor shall include multiple systems which result in an inclusion rate (probability of paternity) of at least 99% with a prior probability of 0.5 (50%).

• For each putative father tested, the Contractor shall utilize testing systems which result in a finding of non-paternity, or, when the putative father is not excluded, result in a probability of at least 99% with a prior probability of 0.5 (50%).

• At the state's request, the Contractor shall conduct a minimum of one (1) training seminar in Wisconsin per year for prosecuting attorneys and other county/tribal child support staff, or adoption agency staff, involved with paternity testing. Fees are to be

Docusign Envelope ID: 924423D4-5697-87F2-830D-2933CAF2A175Docusign Envelope ID: 7814B13A-AE01-8F56-823F-15716AA39F08 waived for any tests for which results are not issued within 15 days, unless the agency and the laboratory have made other arrangements. Individual counties or licensed adoption agencies may wish to have reports from standard cases sooner than the 15-day deadline and that would be a subject of negotiation with the laboratory.

I. Service Documentation

The Contractor agrees to maintain records required by the county/tribal child support agency or adoption agency and to produce narrative and statistical data at times prescribed by, and on forms furnished by, the county/tribal child support agency or adoption agency.

Contractor will retain all documents applicable to the work performed under this contract for a period of not less than three (3) years after final payment is made. The Contractor shall provide records to the agency for whom the work was performed when requested or the courts if subpoenaed. Minimally the reports must include the number of tests performed per organization and statewide, and total dollars spent per agency and statewide.

J. Fiscal Requirements

The Contractor shall maintain a record system that documents the total number of samples tested and total costs by agency both in the calendar year and in the state’s fiscal year (July 1 through June 30). The cost per individual shall be used in claiming payment under the agreement between a county or adoption agency and laboratory. Payment shall be made only for tests actually performed. Vendors may make special provisions in their contract with individual agencies for billing on partial cases and cases with multiple potential fathers. Payment may be made for a new test on cases where there is more than one alleged father and a test on a second alleged father is requested at a time after the test for the first alleged father was conducted. (Fees are to be waived for any tests for which results are not issued within 15 days, unless the agency and the laboratory have made other arrangements.)

Invoices must include at a minimum:

• The County Circuit Court case number or Administrative case number

• Individuals’ names and relationship

• Date of collection.

K. Customer Service

• Contractor shall provide technical advice to agencies on an as-requested basis.

• Contractor shall return agency phone calls within four (4) working hours. Returning a phone call includes leaving a voice mail or other message if the agency contact person is not available. This provision is for the purpose of establishing a minimum level of responsiveness for communication with the agencies. It does not require the contractor to solve a problem with an order within four (4) working hours.

• Agencies will specify tests to meet the quality standards established for this contract. Each agency will need to choose a laboratory that can perform the type of test the agency wants performed. The contractor shall question and recommend adjustments to tests that, if processed as specified by the ordering agency, will not provide the necessary results. In the event the ordering agency elects to proceed with the test as originally specified, the contractor is responsible only for performing the test.

• Contractors may contact individual agencies to inform them of any services that they are capable of providing that go beyond the minimum described in this RFB. The inclusion of information about these extra services in the bid document will not affect the award decisions.

L. Audits - State and/or Federal State and/or federal auditors and State employees may require access to Contractor records pertaining to the Contract for purposes of conducting audits and business process reviews. The Contractor agrees to allow access to their location and records upon receiving a twenty-four (24) hour notice.
