Both locations require full traffic control and temporary pavement markers. The contractor must conduct a preconstruction conference with Project Manager Scotty Freitas and commence work within 10 working days of receiving the Notice to Proceed. Work is subject to lane closure restrictions allowing single lane closures Monday through Thursday at all times except July 2-6.
Payment for all work is based on bid items in the Bid Schedule with no retainage, and the contractor will be paid upon completion of contract work upon submission of a bill to the Project Manager. The project is subject to the 2024 Oregon Standard Specifications for Construction with specified modifications detailed in the Special Provisions. Load restrictions on bridges are limited to 65,000 pounds per 1,000 square feet of surface area or 200,000 pounds per span, whichever is less. The contractor must comply with the Oregon Utility Notification Center by calling 811 before performing work near utilities. Traffic control signing requirements include portable changeable message signs, radar speed trailers, and construction vehicle warning signs. Specific asphalt concrete specifications include Level 4, inch dense graded, lime-treated ACP with PG64-28 asphalt cement, applied at a nominal compacted thickness of 2 inches on wearing courses.

Attachment A – Special Provisions
PROJECT NAME: I-84 Bridge and Approach Paving MP 88.04 & 89.89
SCOPE OF WORK:
Fifteen Mile Creek Bridge (East & West bound lanes): work includes 2-inch depth cold plane pavement removal of bridge approach and impact panel wearing courses up to expansion joints at bridge deck, inlay of HMAC, and Control Joint installation where new approach asphalt meets existing roadway wearing course. Existing expansion joints at bridge ends are to remain, contractor to utilize appropriate mill to preserve the existing expansion joints.
Big Eddy Bridge (West bound only): work includes cold plane pavement removal of bridge approach and bridge deck wearing courses, bridge deck membrane, expansion joints, new rolled waterproof membrane, inlay of HMAC, installation of two new full width precompressed foam silicone joint seals at the bridge deck, same location as existing per Detail 3138, two new full width asphaltic plug joint seals at bridge deck ends per standard drawing BR 157.
The work also includes performing all traffic control, and temporary pavement markers at both locations.
WORK LOCATION: The work is on I-84 near The Dalles at Fifteen Mile Creek Bridge #20875, MP88.04, and Big Eddy Bridge # 08924, MP 89.89.

APPLICABLE SPECIFICATIONS: The Specifications which are applicable to the work on this project are the 2024 Oregon Standard Specifications for Construction (“Standard Specifications”), which are by this reference incorporated herein and the Special Provisions. The Standard Specifications include detailed technical specifications in Sections 00200 and beyond that apply to this ITB and any resulting Contract. Some sections of the technical specifications may be identified and modified in the Plans and Specifications. Sections of the technical specifications not identified in the Plans and Specifications remain applicable to the Contract according to their original terms.
Sections in Part 00100 of the Standard Specifications (General Conditions) are not applicable to the Contract unless they are specifically identified in the Plans and Specifications as being applicable. However, if a Part 00100 section that has been identified as being applicable references another section in Part 00100, or a technical specification (Parts 00200 and beyond) references a section from Part 00100, that section from Part 00100 applies to the Contract for purposes of supporting and giving full effect to the specification that referenced it. COOPERATION WITH UTILITIES: This project is located within the Oregon Utility Notification Center area, which is a utilities notification system for notifying owners of utilities about work being performed in the vicinity of their facilities. The contractor shall notify owners of Utilities prior to the performance of work in the vicinity of their Utilities. The utilities notification system telephone number is 811 (or use the old number which is 1-800-332-2344).
PAYMENT: Payment for all work under this contract is to be included in the bid items contained in the Bid Schedule. Payment constitutes full compensation to the Contractor for furnishing all Materials, Equipment, labor and incidentals necessary to complete the work as specified. There will be no separate payment for items not listed, as that work will be included in payment made for the items listed in the Bid Schedule.
PAYMENT TO CONTRACTOR: The Contractor shall be paid upon completion of contract work. A bill must be submitted to the Project Manager for payment processing. There shall be no retainage for work performed under this contract.
PRECONSTRUCTION CONFERENCE, SCHEDULE AND LIMITATIONS OF OPERATIONS: The Contractor shall meet with the Project Manager for a preconstruction conference at a mutually agreed upon time. Work shall commence within 10 working days of this meeting providing the Notice to Proceed has been received. At the preconstruction conference, submit a project schedule to plan, coordinate and control the progress of construction and traffic control installations. The project schedules will take into account the orderly, timely, and efficient prosecution of the work in sufficient detail to enable both the Contractor and the Project Manager to plan, coordinate, appraise, document, and control their respective contract responsibilities. The predicted Completion date(s) for the project schedule shall be within the specified contract time.
SECTION 00210 - MOBILIZATION
Comply with Section 00210 of the Standard Specifications.
SECTION 00220 - ACCOMMODATIONS FOR PUBLIC TRAFFIC
Comply with Section 00220 of the Standard Specifications modified as follows:
00220.02(a) General Requirements - Add the following bullets to the end of the bullet list:
· When paving operations create an abrupt edge, protect traffic by installing signing according to the "Divided Highway or Freeway One Lane Closure" detail shown on the Standard Drawings.
00220.40(e)(1) Closed Lanes - Replace this subsection, except for the subsection number and title, with the following:
Traffic Lanes may be closed on the Columbia River Highway (I84) when allowed, shown, or directed during the following periods of time except as specified in 00220.40(e)(2):
Single Lane Closures - One Traffic Lane in each direction on the Columbia River Highway (I84) may be closed during the following times:
Daily, Monday through Thursday, at all times, except no work allowed July 2nd – July 6th.
Add the following subsection:
00220.41 Bridge Work - Before starting any grading or Pavement removal at Bridge ends or removal of Pavement from Bridge decks, arrange so that all Equipment, labor, and Materials required to complete the Pavement replacement Work and Bridge deck waterproofing Work are on hand or are guaranteed to be delivered. Once grading and Pavement removal begins, vigorously prosecute and complete this Work. Complete paving and membrane waterproofing Work in the shortest possible time.
Temporarily taper or bevel longitudinal and transverse grade changes or drop‑offs resulting from grading and Pavement removal and membrane waterproofing Work with asphalt concrete mixture to provide a smooth and safe transition. Construct tapers according to 00620.40.
Add the following subsection:
00220.45 Load Restrictions on Bridges - Limit the combined weight of construction vehicles, Equipment, and daily Material usage to 65,000 pounds for every 1,000 square feet of surface area plus the weight of long term storage of Materials to 25,000 pounds for every 100 square feet of surface area of the Bridge or a total of 200,000 pounds for each span of the Bridge, whichever is less.
The Contractor may request alternate loadings by submitting, 30 Calendar Days before proposed loadings, stamped loading calculations and data according to 00150.35.
SECTION 00221 – COMMON PROVISIONS FOR WORK ZONE TRAFFIC CONTROL
Comply with Section 00221 of the Standard Specifications modified as follows:
00221.02 General Requirements - Add the following to end of this subsection:
Contractor shall perform the work zone traffic control according to Standard Drawings TM800, TM820, TM821, TM822, TM860, and TM880.
SECTION 00222 – TEMPORARY TRAFFIC CONTROL SIGNS
Comply with Section 00222 of the Standard Specifications modified as follows:
00222.15(b) Portable Changeable Message Signs - Add the following paragraph to the end of this subsection:
For PCMS mounted on rollers, use 2-line PCMS from the QPL.
00222.40(e) Temporary Sign Placement ‑ Add the following to the end of the bullet list:
Install a 72 by 24-inch "CONSTRUCTION VEHICLE DO NOT FOLLOW" (CW23‑14) sign on rigid substrate on the back of all Material or Equipment delivery vehicles.
During paving and bridge work operations on the Columbia River Highway, install temporary signing and other required TCD as shown. Install temporary speed zone signing according to and as shown in the Temporary Speed Zone Order.
00222.45(b) Portable Changeable Message Signs - Add the following bullet(s) to the end of this subsection:
During paving operations, provide one 2-line PCMS on the finish roller. Display the following messages on the PCMS:

00222.45(c) Radar Speed Trailers - Add the following bullet(s) to the end of the bullet list:
· Place a radar speed trailer approximately 1000 feet beyond the end of the lane closure taper, as shown on Standard Drawing TM880
· Install a 30 by 36-inch “SPEED LIMIT XX” (R2‑1) sign below the trailer display panel. The “XX” value is the legal speed limit as determined by a Speed Zone Order signed by the State Traffic Engineer.
· When the paving machine reaches a location that is approximately 1/2 mile beyond the start of the work shift paving operations, place a second radar speed trailer as shown on Standard Drawing TM880. Install a 36 by 36-inch “ROAD WORK XX MPH” (CW20‑1a) sign above or below the trailer display panel. Use a “XX” value equal to 15 mph below the current posted regulatory speed. If a speed is posted for a temporary regulatory speed reduction, that speed is the current posted regulatory speed.
SECTION 00223 - WORK ZONE TRAFFIC CONTROL LABOR AND VEHICLES
Comply with Section 00223 of the Standard Specifications.
SECTION 00224 - TEMPORARY TRAFFIC CHANNELIZING DEVICES
Comply with Section 00224 of the Standard Specifications modified as follows:
00224.46 Pavement Edge Delineation - Replace the paragraph that begins “Place tubular or conical markers…” with the following paragraph:
Place tubular or conical markers to delineate the edge of Pavement immediately after construction Work or paving operations create an abrupt or sloped edge drop-off greater than 1 inch in height along the right hand or left hand Shoulder.
SECTION 00225 – TEMPORARY PAVEMENT MARKING
Comply with Section 00225 of the Standard Specifications.
SECTION 00305 - CONSTRUCTION SURVEY WORK
Comply with Section 00305 of the Standard Specifications.
SECTION 00503 – BRIDGE DECK COLD PLANE PAVEMENT REMOVAL
Comply with Section 00503 of the Standard Specifications modified as follows:
Add the following:
Utilize a skip loader or similar equipment to completely remove any existing membrane or AC to get to a clean concrete surface before tack application, this includes any leftover AC next to Barrier/Rail that grinder could not reach, remove by hand any remaining AC around existing drains.
SECTION 00585 – EXPANSION JOINTS
Comply with Section 00585 of the Standard Specifications modified as follows:
Add the following:
Contractor shall mark the existing joints to have record for size and type. Place new joints of the same type at the same location. The existing plug joints have an approximate 1/8” x 10” steel plate and must be carefully removed to avoid damage to the mill machine.
Contractor to clean joints and fill with high temp backer rod before installing membrane.
SECTION 00592 – ROLLED WATERPROOF MEMBRANE
Comply with Section 00592 of the Standard Specifications modified as follows:
00592.42(b) ACP Base Course ‑ Replace this subsection, except for the subsection number and title, with the following:
Apply tack coat and primer with rolled membrane directly to the deck.
SECTION 00620 - COLD PLANE PAVEMENT REMOVAL
Comply with Section 00620 of the Standard Specifications modified as follows:
00620.40(a) General – Replace the first sentence of this subsection with the following:
Grind bridge approach asphalt starting at 2” and grind a continuous smooth taper down to same elevation as the bridge deck. Remove asphalt wedge and expansion joint material in contact with concrete bridge deck by method to insure no damage to existing concrete. Grind approach pavement depths may be adjusted by the Engineer, based on conditions of the underlying surface.
SECTION 00730 - EMULSIFIED ASPHALT TACK COAT
Comply with Section 00730 of the Standard Specifications.
SECTION 00740 – COMMERCIAL ASPHALT CONCRETE PAVEMENT (CACP)
Comply with Section 00740 of the Standards Specifications modified as follows:
00740.10 Materials – Replace the last sentence of this subsection with the following:
Provide a copy of the JMF to the Project Manager before paving. The contractor shall utilize Level 4, ½ Inch Dense Graded, lime treated ACP or alternative treatment as outlined in sections 00745.11(d) & (e).
00740.12 Asphalt Cement – Replace the first sentence of the first paragraph with the following:
Use PG64-28 unless otherwise specified in the contract documents or approved.
Add the following subsection:
00740.20 General – Provide Pavers according to Section 00744.23 and Compactors according to Section 00744.24.
00740.44 Placing Asphalt Concrete – Replace the first paragraph of this subsection with the following:
Place the Commercial Asphalt Concrete Pavement (CACP) according to Sections 00744.40, 00744.41, 00744.42, 00744.43, 00744.44, 00744.45, and 00744.60.
Add the following to the end of this subsection:
Place the wearing course mixture in a single lift at a nominal compacted thickness of 2 inches as indicated in tables below. Do not exceed 2 inch AC depth on bridge deck.
15 Mile Creek Bridge – Paving to be inside of existing white and yellow fog lines.
