The project involves two separate pavement repair locations: the first location consists of an 823-foot by 48-foot section requiring a 3-inch mill and 4-inch asphalt concrete pavement (ACP) replacement with concrete barrier adjustment and rumble strip replacement, while the second location covers a 258-foot by 46-foot section requiring guardrail replacement, aggregate base work, and 3-inch milling with 3-inch inlay paving. Bid items include mobilization, traffic control, removal and replacement of guardrails and concrete barriers, aggregate base installation, pavement removal and replacement, pavement markings, rumble strips, and inlaid markers across 15 line items with estimated quantities ranging from 0.05 miles of rumble strips to 5,708 square yards of cold plane pavement removal. The bid is due on January 28, 2026, with a required completion date of February 13, 2026. The ODOT Project Manager is Cody Stone (503-953-6334, Cody.Stone@ODOT.Oregon.gov).

This RFB is limited to holders of ODOT's On-Call Region 2 Paving Price Agreement and requires compliance with Oregon Revised Statute 279C.303 domestic preference requirements and prevailing wage rates established by the State of Oregon as of January 5, 2026. Contractors must submit completed bid forms with unit and total prices through OregonBuys by the deadline. The project includes restrictions on traffic lane closures, prohibiting closures during commute hours (6 AM to 9 AM and 4 PM to 7 PM Monday through Thursday) and all day Friday, weekends, and state holidays, with portable changeable message signs required three days in advance of any closures. No aggregate compaction testing is required beyond asphalt concrete pavement testing. Work must comply with supplemental specifications and site photographs provided as project attachments.

Request for Bid Number: S-73000-00015771Work Order Number:

Issue Date: 1/15/2026 Bid due date and time: 1/28/2026

Project Name: OR18 MP13.95 and 14.1 Sunken Road Paving

Project description (include milepoint locations):

OR18 MP13.95: An 823' long x 48' wide section of OR18 14 miles from US101 needs to be repaved due to a recent sink from the December rain. Length limits are painted in the field and width limits are edge of pavement on the north side of the highway and face of curb on the south. (2) 10" rumble strips, paint layout, and inlaid markers to be replaced in kind. 264' of concrete barrier (22 - 12' sections) need to be removed, the base underneath lifted to grade, and barrier reset. Assumed rock quantity is 4' wide by 1' deep. Quantities for this location include a 3" mill, but plan to replace with 4" of ACP to correct the superelevation of the roadway. Also included is a survey bid item for the extra time likely needed to match the existing superelevation of the EB lane to set grades correctly for the WB lane and barrier adjustment. Along the centerline there is a 6" wide by +2' deep separation between the WB and EB lanes. Once the surface is removed, Contractor and PM to investigate the void and likely fill with compacted HMACP to fill the void before placement of final mat of ACP.

OR18 MP14.1: Just east of the above described location there is another sink that will required guardrail replacement and inlay paving. The repair area is 258' long x 46' wide. Length limits are painted in the field and width limits are southern edge of pavement to northern fog line. All 258' of guardrail along the southern edge of the roadway is to be removed and replaced with new rail that's adjusted up to grade. All existing rail in good condition is to be saved for maintenance staff to come pick up on site. All posts, blocks, and damaged rail is to be disposed of by the contractor. The south shoulder of the highway has dropped so once the rail is removed the shoulder will need to be built back up with aggregate base and compacted as best as site conditions allow. Assumed rock quantity is 5' wide by 1.5' deep. Contractor to assume a 3" mill with a 3" inlay for this location. Match existing rumbles, paint, and inlaid markers.

No aggregate compaction testing is required, only ACP.
