About this file
This is a bulk sample asbestos analysis report prepared by Rose City Labs for the Oregon Department of Transportation (ODOT) dated December 6, 2025. The report documents the analysis of two ceiling tile samples collected from the first and second floors of an unspecified facility. Both samples consisted of layered materials with paint over fiberboard insulation. The samples were analyzed using polarized light microscopy (PLM) and phase contrast microscopy procedures adapted from EPA methodology EPA/600/R-13/116. The analysis was completed on December 6, 2025, by analyst MZ under the supervision of lab director Chris Griffey.
The analysis results indicate no asbestos was detected (NAD) in either sample. Sample 7626-01 from the first floor ceiling tile consisted of a paint layer (5% of total) and a fiberboard layer (95% of total), with both layers testing negative for asbestos. Sample 7626-02 from the second floor ceiling tile showed the same composition and both layers similarly tested negative for asbestos. The paint layers contained primarily non-fibrous mineral grains with small amounts of cellulose fibers, while the fiberboard layers contained primarily cellulose fibers with trace non-fibrous mineral grains. Rose City Labs meets Oregon Department of Environmental Quality requirements for bulk asbestos testing under DEQ 195-2018 and participates in BAPAT asbestos proficiency testing, though the laboratory is not currently NVLAP accredited.

Description:7626-02
The sample is a section of ceiling tile material with an upper layer of paint over a layer of fiberboard insulation. The sample was scraped at each layer and analyzed via PLM. The paint contains primarily non-fibrous mineral grains with small amounts of cellulose fibers. The fiberboard contains primarily cellulose fibers with trace non-fibrous mineral grains throughout.
No asbestos was detected in the sample.

Asbestos consists of the serpentine mineral chrysotile and the amphibole minerals amosite, crocidolite, tremolite, actinolite, and anthophyllite. Material binders, and other particles in the sample matrix, may prevent detection of extremely fine asbestos fibers. A quantitative counting method is recommended for such samples. This report only pertains to the samples listed on the report. The report must include the lab director's signature and the initials of an analyst to be valid. Samples were analyzed by polarized light and phase contrast microscopy. Analysis was performed with a procedure adapted from US EPA procedure EPA/600/R-
13/116. Rose City Labs participates in the BAPAT asbestos proficiency testing program. The laboratory is not currently accredited by NVLAP. The laboratory meets the requirements for bulk asbestos testing in Oregon under DEQ 195-2018. This report and the data contained within cannot be used to claim product certification, approval, or endorsement by any accrediting body, or any agency of the US Government.
