About this file
This is a Special Provisions document for the State of Oregon Department of Transportation (ODOT) for the ESB OR 140 Closure Gates project. The project scope involves supplying all labor, materials, equipment, mobilization, machinery, and traffic control for the fabrication, foundation construction, and installation of two road closure gates and road closure signs on OR 140 Warner Highway between mile posts 38 and 66. The project is managed by Ramon Alonso at the ODOT Bend office. A preconstruction conference must be held at a mutually agreed upon time, with work commencing within 10 working days of receiving the Notice to Proceed. Contractors are required to submit a detailed project schedule at the preconstruction conference that accounts for orderly, timely, and efficient prosecution of the work. Single lane flagger-controlled closures are permitted from 5 a.m. to 6 p.m. Monday through Friday, with provisions to accommodate over-dimensional loads without delays exceeding 20 minutes.
Payment for all work is on a lump sum basis for the closure gates and is contingent upon completion of contract work. Contractors must submit a bill to the Project Manager for payment processing, with no retainage withheld on work performed. The project incorporates the 2024 Oregon Standard Specifications for Construction, with modifications detailed in the Special Provisions regarding structure excavation and backfill, steel reinforcement, sign supports, signs, and fencing. Aluminum gates must be fabricated from aluminum alloy 6061-T6 with specified temper characteristics, and all steel and aluminum components must be powder coated to Federal Standard 595 color 20059. The contractor is responsible for notifying the Oregon Utility Notification Center (811) prior to performing work in the vicinity of utilities.
