About this file

This is a Request for Bid (RFB) document issued by the Oregon Department of Transportation (ODOT) for on-call Region 2 paving services. The project, designated S-73000-00014667, involves performing a 3-inch inlay paving repair on OR99W in McMinnville near Wilco in Yamhill County. The work scope includes inlay paving, striping, and tubular marker installation over a 40-foot by 40-foot area covering two travel lanes and a left turn pocket, with 40 feet of 8-inch white fog stripe and a 10-foot white skip line to be replaced, plus a single yellow tubular marker on the concrete median. The bid was issued on August 15, 2025, with a submission deadline of August 27, 2025, at 2:00 pm through the OregonBuys portal. The required project completion date is September 30, 2025. ODOT Project Manager Cody Stone (503-953-6334, Cody.Stone@ODOT.Oregon.gov) is the primary contact for the project.

The bid includes seven line items: mobilization, temporary work zone traffic control, pollution control plan, cold plane pavement removal (178 square yards), Level 3 1/2-inch dense asphalt concrete mixture (30 tons), hi-build paint striping (90 feet), and permanent surface-mounted tubular markers (1 each). Contractors must submit unit prices and total prices for all items and enter the total bid price on the Items tab. The project requires compliance with Oregon prevailing wage rates effective July 5, 2025, and domestic preference requirements under ORS 279C.303, including State Buy America Provisions. Traffic control restrictions prohibit lane closures during commute times (6:00 am to 9:00 am and 3:00 pm to 6:00 pm Monday through Thursday), require off-highway completion by noon on Fridays, and prohibit closures on weekends or holidays. Portable changeable message signs must be placed a minimum of three days in advance of any ramp or lane closure. The cold-planed surface must be swept and cleaned before opening to traffic.
