About this file

This document is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) Procurement Office, addressing a mini-solicitation for the Cape Arago Highway Corridor Plan project. The contract is awarded to Kittelson & Associates, Inc. for a Work Order Contract (WOC) to provide personal services for developing a comprehensive transportation system improvement plan spanning from Coos Bay to Charleston. The project is anticipated to start in June 2025 and be completed by June 2027, with negotiations to be conducted over the upcoming weeks following the May 28, 2025 notice date. John Lazur will serve as the ODOT Project Manager, and the contract will require extensive multimodal transportation analysis, community engagement, and traffic studies to improve highway safety and efficiency.

The contract includes a 3% Disadvantaged Business Enterprise (DBE) participation goal and will be funded through the Federal Highway Administration's State Planning and Research Program. Payment methods may be flexible, potentially including fixed price, milestone-based, or time and materials approaches with a maximum not-to-exceed amount. Proposers are required to have an Oregon Registered Professional Engineer in active status and must complete specific certifications regarding non-discrimination, sexual harassment prevention, and potential conflicts of interest. The procurement process involves detailed negotiations, including developing a statement of work (SOW), completing a Breakdown of Costs (BOC), and securing necessary approvals from ODOT's Procurement Office and Department of Justice before issuing a Notice to Proceed.

Kittelson & Associates, Inc. is the top ranked firm selected for negotiations of a Work Order Contract (WOC) to provide Personal Services as specified in the above referenced Mini-Solicitation. The scores and rankings of all Proposers are shown in the score matrix accompanying this notice.

John Lazur will be the ODOT Project Manager (PM) for this Project. ODOT’s PM will initiate contact with Consultant and will be the primary contact for negotiation of the statement of work (SOW), schedule of performance and costs under the WOC. Following discussion and agreement on the SOW, a Breakdown of Costs (BOC) must be completed (using the BOC, BOC-CPFF or BOC-NBR as applicable) and submitted to ODOT’s PM. A BOC must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal set forth in the Mini-Solicitation.
