About this file
This is a Sole Source Procurement Memo and Determination from the Oregon Department of Transportation (ODOT) for replacement components for bridge joints on Bridge 02254. The procurement involves a one-time purchase from Watson Bowman Inc for replacement components of modular bridge joints installed in 2002 and a temporary joint assembly to aid in construction. The sole source justification is dated November 5, 2024, and was approved by Procurement Manager Marie Wright on November 8, 2024, under ORS 279B.075(2) and OAR 731-147-0055.
The sole source determination is justified because the original bridge joints were installed using Watson Bowman's proprietary Wabo Modular 1200 joint system by Hamilton Construction of Eugene during a 2002 bridge strengthening project. The support structure is cast into the concrete deck and cannot be replaced without extended bridge closures. Due to Bridge 02254 being a critical transportation link, ODOT worked with Watson Bowman to design improved replacement components. The proprietary nature of the components and the bridge's importance necessitate procurement from Watson Bowman as the sole source provider to ensure compatibility and minimize traffic disruption.

Sole Source Memo
Date: 11/5/2024
To: Marie Wright, Procurement Manager
Re: S-73000-00012001 Bridge 02254 Modular Expansion Joint Replacement Components
Sole source justification [ORS 279B.075(2), and OAR 731-147-0055]
Fr: Joanne Robinson, Procurement and Contract Specialist
Authority to enter into a sole source contract:
ORS 279A.050(3)(b)
Background:
ODOT Bridge section is purchasing replacement parts for bridge joints that were installed in 2002 through a highway/bridge construction contract. Because of the proprietary joint system, the replacement parts must come from the same manufacturer that the construction contractor used in 2002.
Determination and findings:
The findings required by statute and administrative rules are attached to this memo.
Recommended action:
Your approval for this sole source procurement is requested and recommended. Thank you.

Sole Source Determination and Findings Submitted by Steve Lovejoy, Senior Mechanical Engineer 11/5/2024
1. General description:
This will be a one-time purchase from Watson Bowman Inc for replacement components for the modular bridge joints installed on bridge 02254 in 2002 and a temporary joint assembly to aid in construction.
2. Summary of market research:
The bridge joints were installed in 2002 under a competitively-bid bridge strengthening construction contract.
The modular joint component of the 2002 project used a performance specification only, leaving the detailed design the responsibility of the construction contractor’s chosen modular joint supplier. Hamilton Construction of Eugene, Oregon was the successful bidder, and they chose to use the Wabo Modular 1200 joint for installation on ODOT bridge 02254. The modular joint is composed of a support structure that is cast into the concrete deck and not replaceable without closing the bridge for extended durations. The other component of the joint sits inside of the cast-in-place support structure and can be replaced with less severe traffic restrictions. Both the support structure and internal components are proprietary to Watson Bowman.
Agency bridge 02254 is a critical link in Oregon’s transportation system and failure of these joints can easily cause the bridge to be closed to traffic. ODOT has been working with Watson Bowan to design improved replacement components for these joints, the product of which is detailed in the plans and specification for this purchase. Due to the proprietary nature of these components and importance of this bridge it is in the public’s best interest to restore the existing joints using the Watson Bowman replacement components.
3. The reasons for a sole source procurement:
✓ Efficient use of existing goods or services requires compatible goods or services
The goods or services required to exchange software or data with other entities are available from only one source
The goods or services are for use in a pilot or experimental project
Other findings that support the conclusion that the goods or services are available from only one source
