About this file

This document is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) Procurement Office for the Albany Transportation System Plan (TSP) project, Work Order Contract (WOC) number S-73000-00011884. Kittleson & Associates, Inc. has been identified as the top-ranked firm for personal services, with the intent to award dated 03/18/2025. The contract involves developing a Transportation System Plan, with negotiations anticipated to be completed according to a detailed schedule outlined in the document. The project timeline includes establishing work sessions, discussing the Statement of Work (SOW), submitting a Breakdown of Costs (BOC), and completing negotiations within approximately 30-45 business days from the notice date.

The contract includes a Disadvantaged Business Enterprise (DBE) goal, requiring subcontractor utilization to meet the 3% participation requirement. Funding sources are not explicitly detailed in this notice, but the related contract opportunity indicates potential state and Federal Highway Administration funding. The procurement process involves a two-tier evaluation with ODOT conducting initial reviews and a final selection by the City of Albany's evaluation committee. Payment methods may include various structures such as cost-plus fixed-fee, fixed price, or time and materials. Sarah Peters will serve as the ODOT Project Manager, and no work is authorized until the Work Order Contract is executed and a written Notice to Proceed (NTP) is issued.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
