About this file

This is a Request for Competitive Quotes (RFCQ) document issued by the Oregon Department of Transportation (ODOT) for debris removal and stockpile cleanup services at a state highway location. The project, designated ESB - OR36 MP 9.5 Stockpile Cleanup, involves the removal of approximately 3,000 cubic yards of debris located beneath blackberry vegetation and approximately 1,800 cubic yards of wood chips from an ODOT stockpile site on Oregon Route 36 at mile point 9.5 in Lane County. The contractor is responsible for all aspects of debris removal, including pickup, transportation, and final disposal, as well as obtaining all necessary environmental and regulatory permits prior to commencing work. Work must be performed during standard business hours (7:00 AM to 7:00 PM) on weekdays only, with no work permitted on weekends or state-observed holidays. The contract includes a Final Completion date of December 27, 2024, and incorporates the 2024 Oregon Standard Specifications for Construction. ODOT Project Manager Wade Powell (541-736-2846) serves as the owner's authorized representative for contract administration.

The contract is structured as a lump-sum payment arrangement covering all labor, equipment, materials, traffic control, mobilization, supervision, and incidental costs associated with the work. Liquidated damages are assessed at $300 per calendar day for each day work extends beyond the Substantial Completion date. As an Emerging Small Business (ESB) contract, the successful contractor must be certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID) and must perform at least 51 percent of the labor using its own workforce. The contractor must maintain Workers' Compensation and Employer's Liability Insurance with minimum limits of $500,000 per accident, Commercial General Liability Insurance with per-occurrence limits of $1,000,000 and annual aggregate limits of $2,000,000, and Commercial Automobile Liability Insurance with combined single limits of $1,000,000 per occurrence. Additionally, the contractor must comply with prevailing wage requirements for Lane County, BOLI Region 5, and must maintain a qualifying drug testing program for employees. All removed debris becomes the contractor's property at the point of removal and must be disposed of in compliance with federal, state, and local laws. The contract requires submission of an ODOT Form 734-2882 Paid Summary Report following each payment and completion of a Contract Closeout Compliance Checklist prior to final payment.
