Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 583-24-1-312-0001
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 10 located at 260 E University Avenue, Cincinnati, OH 45219-2356, in support of VISN 10, Richard L. Roudebush (RLR) VA Medical Center (VAMC), 1481 West 10th Street, Indianapolis, IN 46202-2803. 2237 #: 583-24-1-312-0001
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The RLR VAMC is requesting the procurement of a software licensing renewal for scheduling software currently in use for managing and tracking patients’ appointments electronically in the VA’s Veterans Health Information Systems and Technology Architecture (VISTA) / Computerized Patient Record System (CPRS).
The total estimated cost is $
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Document Storage Systems (DDS) ForSite2020 is scheduling software that is integrated with Veterans Health Information Systems and Technology Architecture (VISTA) / Computerized Patient Record System (CPRS) and allows users to manage and track patient appointments electronically. Users must ensure their use of this technology/stand is consistent with VA policies and standards, including, but not limited to, VA Handbook 6102 and 6500; VA Directives 6004, 6513, and 6517; and National Institute of Standards and Technology (NIST) standards, including Federal Information Processing Standards (FIPS). The technology supports role-based authorization and authentication capabilities. The technology is also portable as it runs on multiple TRM-approved operating systems and can use a VA-preferred database.
The OEM, Document Storage Systems, Inc, (LB) has proprietary licensing. The OEM verified (2) SBs, resellers who are only authorized to resell the licenses and services, but not to perform them. Based upon the OEM response, the Contracting Officers has determined that only one source is reasonably available (FAR 13.106-1(b)(1)(i)). The VA and SBA Rules of Two cannot be obtained. Intend to sole source to OEM.
4. Description of market research conducted and results or statement why it was not conducted:
Market research queries were conducted using NAICS 541519, and keywords “Scheduling Software”. VetCert query using the same NAICS found 3841 business concerns. DSBS query using the same NAICS, and keywords found 12 business concerns. GSA Advantage and VA NAC queries using the manufacturer’s part numbers found 0 business concerns.
The OEM, DSS, Inc is a large business and verified (2) SB resellers; however, no other vendor has the right or ability to deliver training or provide support for the software. The product is not listed in the NMR Class Waiver. The VA and SBA Rules of Two cannot be met.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
