STATEMENT OF WORK
Concrete Walkways-NOAA/Stellwagen Bank National Marine Sanctuary
1. BACKGROUND
The National Oceanic and Atmospheric Administration/National Ocean Service requires new concrete walkways on the campus of the Stellwagen Bank National Marine Sanctuary campus in Scituate, MA.
The required work will comprise a total of approximately 952 square feet of concrete walkway demolition and replacement. Vendors must provide evidence of the same or similar installation completed within the last three years.
2. SCOPE/OBJECTIVE
Replace all damaged and inferior walkways, front bottom stair and handicap designated car park area with new, reinforced concrete walkways. Improve grade of walkways where desirable to ensure safe walking paths around the campus. Modify grade of walkways where desirable to deter water accumulation and improve transitions.
3. COMPLIANCE
All work shall be performed in strict compliance with Federal, State, and Local laws and regulations.
4. GOVERNMENT REPRESENTATIVE(S)
The designated Technical Point of Contact (POC) is David Slocum. The POC shall monitor the performance of the Contractor and keep the Contracting Officer informed of the Contractors performance. David Slocum can be reached at (781) 546-6021 or Dave.Slocum@noaa.gov.

Stellwagen Bank National Marine Sanctuary 175 Edward Foster Road Scituate, Massachusetts 02066.
5. PERIOD OF PERFORMANCE
Period of performance: date of award through 11/10/2023.
6. GOVERNMENT FURNISHED MATERIAL/EQUIPMENT
The government shall not furnish any other materials, services, equipment, labor, or facilities to fulfill this contract, except as otherwise indicated. The successful offeror shall be required to furnish all necessary supervision, labor, material, supplies, equipment and services to ensure timely and satisfactory performance of all services described herein.
7. TASKS
Prepare area for work. Ensure a safe work area and safe access for staff to buildings. All products and services shall be of commercial grade and meet or exceed industry and equipment manufacturer standards. The Contractor shall furnish all labor, services, and associated materials, and remove and replace all interferences necessary to complete the identified tasks. No changes are permitted without prior written approval of the Contracting Officer.
Demolish and remove existing damaged and inferior concrete walkways. Prepare, grade and compact substrate as required. Form, reinforce, pour and finish concrete walkways. Walkways shall be a minimum of four inches thickness. Concrete mix shall be a minimum of 4000psi with Fiber Mesh additive and aggregate shall be appropriate for finish slabs and walkways. Control joints and expansion joints shall be added according to industry standards. Welded wire mesh shall be installed in all concrete walkways and slabs. Finish concrete to a slip resistant brushed finish. Remove forms and grade immediate work area in preparation for grass seeding where required.
The Contractor shall:
7.1. CLIN 0001: DEMOLISH EXISTING WALKWAYS AND CONSTRUCT FORMS
− Prepare and protect the work area.
− Demolish existing concrete stair, walkway and car park and properly dispose of materials.
− Prepare, grade and compact substrate in preparation for new walkways.
− Remove inferior substrate and replace with new substrate if required to achieve satisfactory compaction.
− Form and reinforce all walkways, pads and stairs as required according to industry standards, relevant building codes and best practices.
7.2. CLIN 0002: PLACE AND FINISH CONCRETE AND REMOVE FORMS
− Pour concrete walkway and slab according to industry standards, relevant building codes and best practices.
− Provide appropriate environment and time for concrete to cure, covering if required.
− Remove forms and backfill walkways and car park.
− Supply and grade loam as required to achieve acceptable grade and soil for grass planting as required.
8. DELIVERABLES
The contractor shall deliver certification documentation and all necessary personnel, equipment, and materials to perform work described in Section 7 (TASKS) in order to meet contract requirements. Timeliness in completing tasks is a high priority. Contractor shall provide start and completion dates in their quote package.

9. SUBMITTALS
No less than five (5) business days prior to the start of work, the Contractor shall submit the following in writing to the Point of Contact (POC):
1) List of Subcontractors
2) List of Key Personnel
3) Certificate of Insurance
10. CONDITION FOUND REPORTS (CFR)
The POC shall be notified in writing of any conditions found which may impact the performance of the work or administration of the contract, including a detailed description of the condition and any proposed or requested solutions. No changes to the statement of work are authorized without written approval from NOAA.
11. SMOKING
Smoking on Government Property is prohibited
12. QUALITY CONTROL
Quality assurance/control is the sole responsibility of the Contractor. The designated (POC) will monitor the progress of work done by the Contractor. If, during the performance of work the (POC) witnesses work that fails to meet the specifications, work that is otherwise unsatisfactory, or conditions which may lead to an unsatisfactory end product, the (POC) will alert the Contract Officer and will advise the Contractor of the deficiency.
13. DAMAGES
Any damages caused by the Contractor in performance of this contract shall be repaired at the Contractors expense.
14. ENVIRONMENTAL IMPACT
Work under this contract must be accomplished in such a way as to minimize the potential of environmental impact by operating in an environmentally responsible manner and to the extent possible through the use of environmentally friendly procedures, services, and products.
