About this file
This is a Notice of Sole Source Procurement issued by the City of Portland, Oregon, through the Chief Procurement Officer's office on March 14, 2025. The procurement is for Stop Stick products, which are tire deflation and pursuit termination devices (vehicle disabling equipment) including Stop Sticks, Piranhas, and Terminators, along with associated training kits. The Portland Police Bureau utilizes these products for pursuit prevention and termination, with devices placed in all patrol cars. The contract term is five years with no renewal options specified. Stop Stick, LTD is identified as the sole source and sole distributor of these products. The notice was posted on March 14, 2025, and must remain posted for a minimum of seven calendar days prior to contract award.
The estimated contract value is $625,000.00 for the five-year term. The vendor has indicated its intent to provide all products and materials without utilizing subcontractors. The justification for sole source procurement is based on a U.S. Department of Homeland Security System Assessment and Validation for Emergency Responders (SAVER) assessment that evaluated portable tire deflation devices. The Stop Stick system was rated higher than competitor products in capability, deployability, maintainability, and safety—with safety being the highest weighted category for the Portland Police Bureau. Competitor products demonstrated significant safety concerns during field testing, including spikes becoming projectiles during deployment. Any firm adversely affected by the contract award has seven days from the issuance of this notice to file a written protest with the Chief Procurement Officer. Questions regarding this procurement should be directed to Mark Ariza, Procurement Analyst, at 503-823-1885 or Mark.Ariza@portlandoregon.gov.

NOTICE OF SOLE SOURCE PROCUREMENT
The following Sole Source Procurement is hereby published in accordance with Portland City Code
5.10. This notice was posted on March 14, 2025 and shall remain posted for a minimum of seven (7) calendar days prior to contract award.
Procurement Description: Sole source contract for Stop Stick products
Vendor: Stop Stick, LTD
Justification: Stop Stick, LTD is the sole source and sole distributor for Stop Stick products. Stop
Stick products are tire deflation and pursuit termination devices (vehicle disabling equipment) that include Stop Sticks, Piranhas, and Terminators. Portland Police utilizes these products for pursuit prevention and termination, and they are placed in all patrol cars. Portland Police also utilizes the training kits for training purposes.
There are several manufacturers of tire deflation devices but none that meet the usability and safety needs of PPB. The US Department of Homeland Security (DHS) System Assessment and Validation for Emergency Responders (SAVER) conducted an assessment of portable tire deflation devices and found that users preferred the Stop Stick system for the following reasons (see attached document for assessment).
1.) Capability – users rated Stop Stick system higher than other systems in spike effectiveness and overall system effectiveness.
2.) Deployability – Users rated Stop Stick system higher than other systems and had positive comments on its storage options and ease when deploying and retrieving the system for redeployment
3.) Maintainability – Users rated Stop Stick system higher than other systems based on durability. It’s worth noting that assessment engineers and technicians rated another manufacturer higher in this category.
4.) Safety – The highest weighted category for PPB and more important than any other category mentioned – During field tests performed during this assessment, competitor product systems showed several safety concerns. 1 product had numerous spikes turn into projectiles during deployment and if flipped during deployment, users were unable to correct the problem without putting themselves at risk of being struck by vehicles.
