About this file

This document is a Questions and Answers (Q&A) response record for a federal contract opportunity, specifically addressing inquiries received by 12 PM EST on July 22, 2026 (Revision 1).

The solicitation involves a Blanket Purchase Agreement (BPA) vehicle with the Federal Energy Regulatory Commission (FERC). The contract type is Labor Hour, with contractors paid per deliverable based on actual hours worked, plus travel costs in accordance with Federal Travel Regulations. The estimated budget for FY27 is approximately $200,000 based on current needs, though the BPA ceiling is $1.2 million. Currently, FERC has two active BPA holders, with plans to add as many additional holders as eligible to meet government needs. Key deliverables are outlined in Section 8.0 "Project Review Deliverables," which includes Tasks A.4 through A.6; Task A.6 provides further assessment based on information from Task A.5 (a phone conference with all parties). Software compatibility requirements are minimal—files should be provided in Microsoft Office formats (Word, Excel) or PDF. This Q&A document clarifies the contract structure, budget parameters, BPA holder status, and technical requirements for prospective offerors.
