About this file
This document is a Bid Specification for the State of California's Department of Forestry and Fire Protection (CAL FIRE) for fixed Self-Contained Breathing Apparatus (SCBA) compressor units. The compressor units will be used to fill air containers for SCBA systems employed by CAL FIRE personnel in Immediately Dangerous to Life or Health (IDLH) environments. The units must meet various technical requirements, including NFPA standards, a minimum SCFM and horsepower, ASME storage tanks, and NFPA blast-protected refilling cabinets. The bid specification outlines three different power circuit options for the compressor units - phased power, three-phase power, and high-yield. This bid opportunity is related to a state and local contract for SCBA compressors that includes Riverside County and Palo Alto City as the participating jurisdictions. The IFB indicates that there will be a bidder's conference held as part of this solicitation.
The bid specification does not provide details on pricing, funding sources, or set asides. It also does not mention any incumbent contractors or the current environment for this type of equipment. The key requirements focus on the technical specifications and performance capabilities of the SCBA compressor units.

1.0 SCOPE
This specification describes the requirements for fixed Self-Contained Breathing Apparatus (SCBA) compressor units to be purchased for the CAL FIRE training centers and stations statewide. These fixed SCBA compressor units will be used to fill air containers for use with SCBA systems which will be employed in Immediately Dangerous to Life or Health (IDLH) environments by CAL FIRE personnel. The compressor units shall include all required components necessary for installation at the time of delivery. All equipment provided shall meet form, fit, function and performance.
The units shall be supplied with all equipment and accessories indicated as standard equipment in the manufacturer’s published literature. Optional equipment necessary to meet the minimum requirements of this specification shall be installed.
All necessary equipment and parts not specifically mentioned which form part of the completed units required for its function shall be provided and installed, and shall conform in design, strength, quality of materials, and workmanship to the highest standards of engineering practices. No prototypes shall be offered to bid.
2.0 APPLICABLE LAWS and INDUSTRY STANDARDS
