About this file
This announcement file pertains to a Request for Qualifications and Proposals (RFQP) issued jointly by the San Francisco Public Works Department and the San Francisco Recreation and Park Department for a Construction Manager/General Contractor (CM/GC) engagement on the Embarcadero Plaza & Sue Bierman Park Renovation Project. The project will transform approximately 5.17 acres of public open space at the foot of Market Street into a unified civic waterfront park through infrastructure replacement, utilities upgrades, park circulation reconstruction, stormwater management improvements, and installation of a new performance stage alongside recreation and gathering amenities. The scope includes stormwater gardens, native and climate-adapted plantings, expanded tree canopy coverage, site lighting, utility improvements, and historic interpretation elements. Interested respondents must be CM/GC teams capable of performing both pre-construction and construction services, with the total estimated construction budget set at $19,000,000, including pre-construction services, and a direct construction cost estimate of $16,500,000.
The project incorporates existing playground and restroom facilities into the overall park design while acknowledging the site's layered history, including the former Embarcadero Freeway, Vaillancourt Fountain, waterfront infrastructure, and skateboarding culture. The procurement represents a competitive selection process under the Citywide Project Labor Agreement (PLA) framework, requiring qualified CM/GC teams with demonstrated capabilities in complex public works projects. The funding and award structure, specific response deadlines, pre-submittal conference details, and other contractual terms are referenced in the complete RFQP documents.
