This Invitation for Bid (IFB) document, issued by the Dallas Area Rapid Transit Authority (DART), solicits sealed offers from qualified firms for Corrosion Control and Painting services on Light Rail Vehicle right-of-way infrastructure. The solicitation, numbered B2100715, was issued on October 27, 2026, with a pre-bid conference scheduled for November 2, 2026, at 2:00 PM Central Time. Offers must be submitted electronically via https://dart.bonfirehub.com by November 23, 2026, at 11:00 AM Dallas local time. A non-mandatory site visit is scheduled for Thursday, November 5, 2026, at 12:00 PM at DART's Central Rail Operating Facility located at 3021 Oak Lane, Dallas, Texas. The project encompasses approximately 26,232 square feet of painting work across 48 locations within DART's rail system, including grade crossings, control interface houses, and yard facilities. All paints must be UV-resistant, corrosion-inhibitor exterior metal paint in Sherwin-Williams brand or approved equal, with colors specified as either Sierra Tan or Gray depending on location. The contract term is one year from the Notice to Proceed, with an option to extend services at rates stated in the Schedule. Bids must remain firm for 180 calendar days from the submission due date.

Unit pricing must include all costs such as supervision, labor, installation, equipment, materials, vehicle licensing, warehousing, freight, and all other charges; no price adjustments will be made unless specifically provided for in the contract. Invoices may be submitted monthly to DART Accounts Payable, with payment due within 30 days of receipt of a properly prepared invoice. Prior to commencing work, the Contractor must obtain Rail Transit Roadway Worker Protection (RTRWP) certification through DART's 8-hour or 5-week training course at a $100 fee per participant and attend weekly Track Allocation meetings for approval. Insurance requirements include Commercial General Liability of $5,000,000 per occurrence, Commercial Automobile Liability of $2,000,000, Workers' Compensation with Employer's Liability of $1,000,000 each, and Railroad Protective Liability of $2,000,000 per occurrence with $6,000,000 aggregate. By submission of this offer, I certify that:
(a) I have read and understand the provisions of this section and understand the General Provisions Clause entitled in the “Interest of Public Officials” that will be incorporated into any contract resulting from this solicitation. 2. Personal Conflicts of Interest:
Personal conflicts of interest include, but are not limited to, the following:
• Actual Personal Conflict of Interest: A conflict exists if an employee (including temporary, part-time, and seconded employees), members of an employees’ immediate family (an employee’s spouse, children, stepchildren, mother, father, brother, sister or any other relative residing in the employee’s household), agents of the Authority (including contractors or organizations which represent or act on behalf of the Authority), and agents of the Authority employees or employees’ immediate family has a direct or indirect financial, business, or close personal relationship with any entity that does business with DART or seeks to do business with DART, now or in the foreseeable future, that a reasonable person would conclude would alter the employee’s impartial judgment or performance of his/her duties.

Agency conflicts of interest are activities that a contractor may be engaged in that may counter the interests of the Authority and include, but are not limited to, the following:

• Member City Conflict of Interest: This conflict exists when the contractor has an existing contract with a DART member city that will or has the appearance that it will impair the contractor from prioritizing DART’s needs. Offeror must identify all related contracts it has with DART’s member cities so the Authority can determine if a conflict exists.
• Competing Interest Conflict of Interest: This conflict exists when the contractor has an existing contract with another transit agency or organization that will or has the appearance that it will impair the contractor from prioritizing DART’s needs. Offeror must provide a list of contracts with other transit agencies where it may have a competing interest against DART’s.
(c) Mark the applicable provision(s) with an "X":
