1.0 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued.

1.1. The combined synopsis is issued as a Request for Proposal (RFP) under solicitation number: W912LP-25- R-0004.

1.2. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 (06/11/2025).

1.3. Small Business Set-Aside: 100% Small Business or Full and Open

1.4. NAICS Code: 611699; Applicable Size Standard is $16.5 Million

1.5. Product or Service Code (PSC): U006

1.6. Posting Date: 12 June 2025

1.11. Line-item number(s) and items, quantities, and units of measure:

0001 Technical Instruction Services – Base Period. The contractor shall instruct a “Clandestine Laboratory Safety Training” course for the Midwest Counterdrug Training Center (MCTC). See Performance Work Statement for details. The contractor shall provide up to 4-iterations of the course during the base period of performance (PoP).

1001 Technical Instruction Services – Option 1. The contractor shall provide up to 8-iterations of the “Clandestine Laboratory Safety Training” course during the Option 1 PoP.

2001 Technical Instruction Services – Option 2. The contractor shall provide up to 8-iterations of the “Clandestine Laboratory Safety Training” course during the Option 2 PoP.

3001 Technical Instruction Services – Option 3. The contractor shall provide up to 8-iterations of the “Clandestine Laboratory Safety Training” course during the Option 3 PoP.

4001 Technical Instruction Services – Option 4. The contractor shall provide up to 8-iterations of the “Clandestine Laboratory Safety Training” course during the Option 4 PoP.

1.16. Contractor shall include a completed copy of 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services (DEVIATION 2025-O0004) with their proposal. See Attachment 2a – Provisions and Clauses.

1.17. FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services applies to this acquisition. See Attachment 2a – Provisions and Clauses.

1.18. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Products and Commercial Services (DEVIATION 2025-O0004), applies to this acquisition.
