About this file

This document is Addendum Number 4 to the Parkrose High School Exterior Recladding project procurement, issued by Parkrose School District (Multnomah County School District #3) on April 30, 2025. The project involves renovation of the exterior EIFS (Exterior Insulation and Finish System) cladding across the entire high school building located at 12003 NE Shaver Street, Portland, Oregon, including repair and resurfacing of EIFS cladding, replacement of all seals and gaskets at exterior windows, doors, control joints, and transitions, and miscellaneous patch and repair work. The addendum clarifies project specifications through eight questions and answers addressing contractor means and methods for scaffolding and shoring, hazardous materials assessments, column resurfacing extent and sealant requirements, canopy ceiling replacement specifications, badging requirements, pipe column specifications, Shield-It product application requirements, and color options. The revised bid due date is May 6, 2025, at 2:00 PM PST. The project includes a base bid for EIFS recladding and column repair work, with two alternate bids for exterior soffit replacement and EIFS cut-out and replacement. Bidders must be registered with the Oregon Construction Contractors Board, provide a bid bond of no less than 10 percent of the bid amount, and comply with prevailing wage requirements per ORS 279C.838 and 279C.840.

The architect for the project is Soderstrom Architects, Ltd., with Marlene Gillis serving as Principal. Prospective bidders must acknowledge receipt of all addenda (numbered through the current addendum) in the bid form and must certify they have visited the site and thoroughly investigated existing conditions. Bidders must indicate whether they are Oregon resident or non-resident bidders in compliance with ORS 279.029, register with the State of Oregon Corporations Division, and certify that no discrimination against minority, women, or emerging small businesses has occurred in obtaining subcontracts. The fire-rated paint system for structural steel columns requires an intumescent coating (CAFCO SPRAYFILM WB4) topped with an impermeable exterior coating to meet a 1-hour fire rating per UL Y614 assembly design, with two additional top coats of standard exterior latex paint applied per manufacturer instructions. Prior to contract commencement within seven days of Notice of Intent to Award, the successful bidder must execute the construction contract, deliver proof of insurance via AIA Document G705 or ACORD form 25S, and provide executed AIA Document A312 Performance and Payment Bonds.

ADD-04

00 9211 - 1 ADDENDUM NUMBER 4

SECTION 00 9411

ADDENDUM NUMBER 4

PARTICULARS:

DATE: April 30, 2025 PROJECT: Parkrose High School Exterior Recladding

PROJECT NUMBER: 24039

OWNER: Parkrose School District ARCHITECT: Soderstrom Architects

TO: PROSPECTIVE BIDDERS:

This addendum forms a part of the contract documents and modifies the original procurement documents dated April 4, 2025 (as noted on the Procurement Documents Div 00 – 01), with amendments and additions noted below.

Acknowledge receipt of this addendum in the space provided in the bid form. Failure to do so may disqualify the bidder.

SUPPLEMETARY DOCUMENTS:

QUESTIONS:

Q1 – The EIFS repair work will require scaffolding- is there a structural capacity report (structural verification) for the roof to eliminate any shoring requirements/considerations?

A1 – NO, this falls under the contractors ‘means and methods’ and is up to the contractor to determine the best path to performing the work. The 1999 Parkrose High School as-built drawings were issued in

ADD-02.

Q2 – Is there hazardous materials report for existing material?

A2 – A report is not available. Hazardous materials are unlikely due to the date of construction.

Q3 – Please clarify how far the column resurfacing should extend at the top and bottom of all columns?

a. Specifically, the 18'6" columns at the rooftop canopies in the attached pictures. The existing surfaces extend beyond the canopy at the top and sheet metal wrap on the pedestal at the base.

b. If the entire column is being resurfaced, what sealant requirements are required? Removing only the existing column membrane that is exposed may or may not be possible, but removing all of it would be the most thorough.

A3 – Per the 1999 Parkrose High School As-Built Drawings issued in ADD-02, fire-rated protection is provided around the steel column within the base of the columns and above the existing GWB soffit panels that is separate from the cement plaster coating. The cement plaster is applied only to the portion of the column that is exposed to the exterior environment and should be removed in its entirety.

Q4 – Canopy ceiling replacement: Please confirm all canopies where columns are being resurfaced receive new sheet metal sheathing installed over existing material.

A4 – Bid Alternate 1, is the addition adding sheet metal soffit panels over the existing gypsum soffit as shown in 5/A1.01. Match the new sheet metal soffit panel system and color as shown in the 4/A1.01 photo.

Q5 – Due to the anticipated work to be scheduled for the summer and mainly exterior, is badging required?

A5 – YES. Badging will be required for anyone needing access to the interior of the building during the summer and anyone on the school campus, inside or outside of the building, during the school year.

ADD-04

4/30/25

00 9211 - 2 ADDENDUM NUMBER 4

Q6 – Are the pipe columns standard, extra strong or double extra strong?

A6 – Per the 1999 Parkrose High School As-Built Drawings issued in ADD-02, the columns are standard.

Q7 – Can you confirm that the Shield-It product only requires a rough coat and a final coat and that no additional primer or paint is needed?

A7 – The color and texture are part of the final coat. No additional primer or paint is required.

Q8 – What are the color options for the Shield-It product.

A8 – Color for final coat of Shield-It is to match the color of the existing plaster cement.

PARTICULARS:
TO: PROSPECTIVE BIDDERS:
SUPPLEMETARY DOCUMENTS:
QUESTIONS:
Q1 – The EFIS repair work will require scaffolding- is there a structural capacity report (structural verification) for the roof to eliminate any shoring requirements/considerations?
A1 – NO, this falls under the contractors ‘means and methods’ and is up to the contractor to determine the best path to performing the work. The 1999 Parkrose High School as-built drawings were issued in ADD-02.
Q2 – Is there hazardous materials report for existing material?
A2 – NO.
