STATEMENT OF NEED
NF-FM7850-23-02398
BACKGROUND: The National Marine Fisheries Service laboratory at The Howard Marine Sciences Laboratory, 74 Magruder Road, Highlands, NJ was invited to participate in critical research on the impacts of offshore wind energy development as part of the mission of the NEFSC to provide scientific information for productive, sustainable and healthy marine ecosystems. Audiology booths are a unique and highly specialized piece of equipment that must be custom fit to optimize performance, considering available space, existing vibrational and HVAC noise, and sound deadening technologies.
INTENDED USE / PURPOSE: Perform experiments to determine fish hearing and behavior related to wind farm construction and operational noise. Contractor shall provide all labor, materials, travel and shipping to design, manufacture, and install a two (2) room audiology suite for fish hearing and behavioral experiments connected to wind farm construction and operational noise. Given the layout of the Howard Lab facility, we require custom built double-walled two-room audiology suite, with Noiselock ceilings, doors and walls in both rooms, double-glazed safety glass windows, noise-canceled ventilation, rubberized, waterproofed custom vibration-isolated floor and acoustically-matched audiometric jack panels, and push and pull handles.
The salient and functional requirements are as follows:
1. The two room suite must have an exterior dimensions of 18’8” W x 10.5’ D, x 8’ 1” H to fit in and around existing essential infrastructure at Sandy Hook. These maximum dimensions are needed to not displace weight over floor drain grates on audiology suit edges (i.e. grates are not as load bearing or anti vibration as concrete floor). A two room suite is required, with room 1 as the scientific operator/computer equipment control room (interior dimensions 8’10” W x 6’10” L x 6’6.75” H) and experimental/subject test room (interior dimensions 8’6’ W x 8’6” L x 6’ 6’6.75” H).
2. Minimum sound range 60-100 decibel noise reduction in the frequency range of 250-2,000 Hz where most fish hearing experiments are conducted.
3. Audiology suite must capable of interfacing with tucker david technologies, Auditory Brainstem Response neurosensory computer system, and possesses passthrough customization ports and covers to allow seawater plumbing as needed, noting that such needs may vary between studies (depending on species requirements).
DELIVERY LOCATION: The Howard Marine Sciences Laboratory, NOAA, NMFS, 74 Magruder Road, Highlands, New Jersey 07732.
PERFORMANCE PERIOD: Installation shall be complete no later than 180 calendar days after receipt of award.
