STATEMENT OF NEED

NF-FM7811-23-01862

Right whale prey underwater imaging system

BACKGROUND / SCOPE / MISSION: The Oceans and Climate and Protected Species Branches of the NOAA, NMFS, Northeast Fisheries Science Center investigate physical and biological oceanographic processes of the pelagic environment and protected species. They often collaborate to better understand and respond to climate related impacts on marine resources including planktonic food of North Atlantic Right Whales. They have ongoing projects related to foraging locations of the critically endangered North Atlantic right whale.

INTENDED USE / PURPOSE:

Contractor shall provide all the labor, materials, equipment, batteries, microscope, power supply, cables, chargers, warranty, and shipping for one (1) compact underwater imaging system. The imaging system is needed to collect depth discrete plankton data to describe right whale prey habitat. The plankton images will be used to describe vertical distribution patterns of right whale zooplankton prey in relation to foraging right whales. The salient and functional characteristics of the system are:

· Self contained light source.

· Image requirements: Color images of objects from 0.05-mm to 10-mm. Minimum image resolution of 6 mega pixels, minimum 10 frames per second.

· Power source: Ability to use both internal battery or external power source.

· Minimum 6 hours of battery life.

· Image recognition: Embedded Region of Interest (ROI) extraction, and optional ROI classification system.

· Data communication using Ethernet, WiFi, or RS232.

· Depth rating: Minimum depth rating of 500-m.

· Ability to be used as a vertical profiling instrument.

· Compact design that allows the instrument to be paired with current equipment: less than 30 inches in length, less than 12 inches in diameter, and less than 15 pounds (in air).

DELIVERY LOCATION: NOAA, NMFS, Northeast Fisheries Science Center, 28 Tarzwell Drive, Narragansett, RI 02882. Harvey Walsh is the designated POC. Harvey can be reached Monday through Friday, 8:00 am - 4:00 pm or by email harvey.walsh@noaa.gov.

DELIVERY SCHEDULE: On or before 01 September 2023.

INVOICING: Contractor shall provide “proper” invoices in arrears of tasks performed (and expensed) with the last invoice being submitted within 30 days of contract completion. Invoices shall be submitted (via electronic copy) no later than by the 10th day of the billing month.

1. Payments will be based on receipt of a proper invoice and satisfactory contract performance and guidelines in FAR 32.9, Prompt Payment.

2. To constitute a proper invoice, the Contractor’s invoice shall be prepared in accordance with, and contain the elements specified in FAR 52.212-4(g), “Invoices”.

3. The Government will return invoices that do not comply with FAR 52.212-4(g), “Invoices” within 7 days after the date the invoice was received along with a statement as to the reasons why it is not a proper invoice.

4. The Contractor will send invoices in accordance with the terms and conditions of this contract to the following address (electronic submission of invoices is preferred): nmfs.nec.invoices@noaa.gov
