About this file
This is a Pre-Solicitation Notice for a heating system replacement project at the Idaho Panhandle National Forest. The USDA Forest Service Intermountain 9 office (located in Townsend, Montana) is seeking a qualified contractor to install a 45,000 BTU gas heater with thermostat controls in building 2232 at the Fernan Ranger Station (2502 E Sherman Ave, Coeur d'Alene, Idaho 83814). The current electric heat sheetrock system is damaged and non-functional. The heating system is critical to maintain paint storage temperatures above 50 degrees Fahrenheit year-round for the agency's specialized tree marking paint used in timber harvesting operations.
The project scope includes four primary deliverables: installation of the gas heater unit and thermostat controls, provision of electrical wiring from the existing circuit breaker box, plumbing of gas lines from existing gas infrastructure, and delivery of all operation and service manuals. All work must be completed within 30 business days of the Notice to Proceed. This is a Total Small Business Set-Aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million small business size standard. The estimated contract value is less than $25,000. The Request for Quote is scheduled for release on August 7, 2026, with an anticipated award date of the same day. Performance is expected to begin October 1, 2026, and conclude 120 days after the Notice to Proceed is issued. Interested vendors must register in SAM and submit a notification of interest to Daniel Franco at Daniel.franco@usda.gov with the subject line "Fernan Timber Bay Heater 1240LU26Q0113."
