About this file

This is a slide deck for an Industry Day presentation scheduled for December 4, 2024, regarding the Rio de La Plata Flood Control Project's North Coast Super-Aqueduct Relocation in Dorado and Toa Baja, Puerto Rico, hosted by the US Army Corps of Engineers Caribbean District.

The project involves relocating approximately 1,000 feet of the 72-inch diameter North Coast Super-Aqueduct (NCSA) waterline that supplies potable water from Arecibo to San Juan. Key technical requirements include installing temporary 48-inch diameter HDPE bypass pipes, parallel sheet pile systems, and corrosion protection systems. The estimated contract value is $25M-$100M with a 12-24 month period of performance. The solicitation number is W51DQV25R0005, with NAICS code 237990 and a small business size standard of $45M. Questions must be submitted through ProjNet by December 13, 2023, using Bidder Inquiry Key EGHXFQ-3E5DRK. The anticipated solicitation date is April 2025, with award expected by September 30, 2025. The procurement will use FAR Part 15 procedures with a best-value tradeoff approach. Major quantities include 112,900 CY of excavation, 3,900 tons of sheet piles, 4,500 CY of concrete, and 1,000 feet of welded steel pipe.

CONSTRUCTION CONSIDERATIONS

• Condition assessment of existing NCSA pipeline

• Vibration control and monitoring

• Coordination with PRASA

• Release of water from La Plata Dam may impact construction activities. High water events on La Plata River are short in duration.

• Strict shutdown restrictions

• Inspection and testing

PRASA Repair Kit

• Contractor will be required to have on site prior to commencing construction activities

• The Contractor will be required to load the repair kit at PRASA's facilities (approx.

23km/14mi) and deliver and unload the repair kit to the project construction site. Will be returned if unused.

• Perform condition assessment and required testing prior to use

• Coordinate with PRASA to fully comprehend installation procedures
