UNSPSC 93101601: Cabinet officers services

UNSPSC 93101601 Cabinet officers services is a Commodity code that encompasses lobbying, advocacy, and related governmental relations services state and local governments procure to influence legislation, secure appropriations, and navigate regulatory environments at state and federal levels. Recent solicitations show municipalities, counties, transit authorities, and special districts actively buying state legislative advocacy, federal lobbying, general governmental consulting, and strategic advisory services focused on advancing jurisdiction-specific policy and funding priorities.

State and local issuing bodies soliciting under this code span city governments (Charlotte, Gallup, Waco, Garden City, Olathe, Bend), counties (Escambia, Cobb, Bartow, Ventura, DeKalb, Fairfax, Los Angeles Superior Court), regional transit authorities (Orange County Transportation Authority), universities (Houston, Albany State), and special-purpose districts (Great Lakes Water Authority, Washington State Department of Commerce). Repeat buyers include the Orange County Transportation Authority (three concurrent solicitations for legislative advocacy, long-term planning support, and transportation funding programs) and Los Angeles County (multiple concurrent strategic planning and advisory services procurements). The most active category is state-level legislative lobbying and advocacy: the City of Gallup requires five years of federal lobbying experience with proven success securing federal appropriations; the Orange County Transportation Authority requires California Secretary of State registration as an active lobbyist in good standing; the City of Charlotte seeks both state and federal lobbying representation across aviation, economic development, infrastructure, and housing; and the City of Waco, City of Rio Rancho, Cobb County, and multiple Florida jurisdictions all post concurrent or sequential lobbying solicitations. Beyond lobbying, the code captures strategic planning advisory (economic development strategy, AI governance frameworks, ethics commission design), feasibility studies (annexation, service delivery models), organizational evaluation (private defender programs, fire standards of cover), and program monitoring services (federal IRA rebate program oversight in Texas).

Geographic activity concentrates in the Southeast (Georgia, Florida, North Carolina, Texas) with strong secondary presence in California, Washington, Colorado, and Kansas. Recent opportunities posted between May 26 and July 20, 2026, span at least twenty states. Representative current opportunities include the City of Gallup RFP for federal lobbying (due August 6, 2026, IFB format, requiring registered lobbyists and comprehensive annual advocacy strategy); the Orange County Transportation Authority RFP 250342 for state legislative advocacy and consulting (due July 22, 2026, incumbent not identified, $456,000 commitment for initial two-year term plus $1.368 million if optional renewals are exercised); the City of Charlotte RFP for state lobbying services (due July 31, 2026) and concurrent federal lobbying services (due July 31, 2026); and the State of Texas Comptroller's Office RFP for Inflation Reduction Act Home Energy Rebate program monitoring services (due June 23, 2026, requiring federal program monitoring expertise and minimum $250,000 performance bond). Activity is sustained through July 2026 with multiple July and August response deadlines indicating consistent state and local procurement velocity in this category.
