UNSPSC 92111506: Counterterrorism

UNSPSC 92111506 Counterterrorism Commodity shows minimal alignment with recent state and local procurement activity. The code nominally describes counterterrorism products or services, yet the recent opportunities block contains no solicitations requesting counterterrorism equipment, training, threat analysis, or protective measures. Instead, the block includes opportunities spanning security services (armed and unarmed guard contracts, surveillance system upgrades, access control), emergency management consulting, facility operations studies, IT infrastructure, transportation planning, community development, and utility security—none of which map to the counterterrorism scope the code implies.

The single exception, a July 2026 Hudson County, New Jersey bid for explosive detection canine services at the World Trade Center, sits at the boundary: canine detection has counterterrorism application, but the source provides no detail beyond title, posting and due dates, and the issuing body. The dominant pattern across thirty recent opportunities shows state and local governments buying security operations, emergency response readiness, facility assessments, and technology infrastructure—functional categories orthogonal to counterterrorism procurement. Until state and local buyers tag substantive counterterrorism opportunities—threat assessments, hardening studies, training programs, or protective devices—under this code, treat it as dormant for near-term business development and monitor for activity shifts.
