UNSPSC 31161805: Electrical insulating washers

UNSPSC 31161805 Electrical insulating washers is a Commodity code that in recent state and local procurement appears to span both specialized fastening hardware components and broader infrastructure materials used in municipal utilities and transportation systems. The two recent opportunities under this code show divergent scope: a Dallas Area Rapid Transit Authority purchase order for Washer Lock 7/16" Medium fasteners in packages of 100, and a City of Lavonia, Georgia water treatment plant improvement project that encompasses comprehensive facility upgrades including modifications to raw water pump stations, mixing basins, filtration units, chemical feed systems, and clearwell storage tanks. The issuing bodies reflect utilities and transit authorities rather than traditional construction firms, suggesting state and local procurement under this code focuses on replacement parts, maintenance supplies, and infrastructure components for public water, wastewater, and transportation assets.

Recent activity shows procurement activity concentrated in Georgia and Texas. The Dallas Area Rapid Transit Authority issued an IFB (purchase order) for fastening hardware with a response deadline of January 28, 2026, requiring FOB Destination terms and Net 30 payment from APInvoices@dart.org. The City of Lavonia, Georgia posted a sealed competitive bid for water treatment plant improvements (Solicitation PE66940NONST2026000000005) with a May 26, 2026 deadline, a pre-bid conference on May 7, 2026, and written questions due by May 12, 2026; the project requires a Georgia Utility Contractor license, Davis-Bacon prevailing wage compliance, DBE participation goals of 4.0% for minority- and women-owned businesses, and compliance with the Build America, Buy America Act. The code shows limited recent activity and the mismatch between the narrow commodity definition (electrical insulating washers) and the broader infrastructure scope of the water treatment solicitation suggests this code may not be capturing its full market—buyers may be tagging construction or upgrade projects with component-level codes when broader construction-services codes would apply.
