UNSPSC 27111767 Offset screw driver is a Commodity code covering individual hand tools and components that state and local governments procure as part of broader fleet maintenance, automotive repair, and facility operations tooling programs. Recent activity shows state agencies and institutions of higher education buying offset screwdrivers primarily through cooperative purchasing arrangements rather than as standalone procurements—integrated into master tool sets or bundled with other hand tools and diagnostic equipment for garage and fleet maintenance operations managed by transportation departments and public works divisions.

The Texas Comptroller of Public Accounts Statewide Procurement Division issued Invitation for Bid No. 304T-26-445A1 on June 11, 2026, to procure master tool sets and individual tools for use by the Texas Department of Transportation, other state agencies, and institutions of higher education through the Texas SmartBuy cooperative purchasing system. The solicitation covers five line items including master tool sets with a minimum of 1,152 pieces (specifying at least 36 screwdrivers among other hand tools), battery-powered and air-powered hand tools, diagnostic tools, and storage solutions. Respondents must demonstrate a minimum of seven years' experience in professional-grade mechanic tools and capability to provide statewide sales, distribution, and on-site repairs within 24 hours. The evaluation criteria weight pricing at 30 points, respondent qualifications at 30 points, and product quality and availability at 40 points. The contract term runs through July 31, 2027, with four renewal options through July 31, 2030, and potential awards to multiple vendors for different line items. Texas-manufactured goods and service-disabled veteran ownership preferences are available under the State of Texas Procurement and Contract Management Guide, and all products must include ten-year warranties covering labor, materials, and parts at no charge.
