The Regional Health Contracting Office-Central, JBSA - Fort Sam Houston, Texas intends to award a firm-fixed-price sole source contract to the University of Texas at San Antonio, to provide specialized genotyping and bioinformatics services supporting projects for the Department of Clinical Investigations at Brooke Army Medical Center, JBSA Fort Sam Houston, Texas. The contract will be awarded to the University of Texas at San Antonio (UTSA) under the authority of Federal Acquisition Regulation (FAR) 13.106 (b) (1). This contract will be issued for a performance period of 28 September 2020 – 27 September 2021.
The applicable NAICS code for this requirement is 541714, Research and Development in Biotechnology (except Nanobiotechnology). The small business size standard is 1,000 employees. UTSA is an other-than-small business under this NAICS code.
This notice is not a request for competitive quotes. All responsible sources may submit a capability statement, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. In order for the Government to consider another source, the capability statement must identify the source's ability to comply with the attached draft performance work statement.
The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
NOTE: INTERESTED VENDORS MUST RESPOND TO THIS NOTICE IN WRITING TO THE BELOW POCs ON OR BEFORE 1 SEPTEMBER 2020 BY 4:00 PM CST IN ORDER TO BE CONSIDERED. IT IS THE GOVERNMENT’S INTENT TO AWARD THE CONTRACT TO FACT ON OR AFTER 4 SEPTEMBER 2020.

The Bureau of Engraving and Printing (BEP)Office of Acquisition on behalf of its Office of Technology Development (OTD) intends to award a sole source Research & Development contract for the development of a unique counterfeit deterrent overt banknote seacurity feature suitable to the needs of the BEPand the United States Currency Program (USCP). The Government intends to award a sole source contractutilizing “Only one responsible source and no other supplies or services will satisfy agency requirements” IAWFAR Subpart 6.302-1(a)(2)(ii). Anticipated Period of Performance: one twelve (12) month base and four twelve(12) month option years.
The vendor will perform a full lifecycle technology development of US exclusive overt security features withnovel and unique optical effects. This solicitation is issued as a Request for Proposal (RFP). FAR Part 13, Simplified Acquisitions Procedures, will be used. A contractor may be eliminated from consideration without further exchanges if technical and/or pricing proposals are not among those Offerors considered most advantageous to the Government.
This solicitation is 100% set-aside for total small businesses associated with NAICS 541715, size standard $16.5M.
Period of Performance for the resultant contract will be one (1) year upon contract award with one (1) option year in accordance with all terms, conditions, provisions, and specifications of the solicitation.
This solicitation will result in a Firm-Fixed Price contract to a single offeror determined to be responsive and responsible. Offeror must be registered in the System for Award Management (SAM) website: https://www.sam.gov. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
The solicitation document and incorporated provisions and clauses are those in effect through the date of posting. The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.
Rejection of Unreasonable Offers: The Government may reject any proposal that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
Each response must clearly indicate the capability of the Offeror to meet all specifications and requirements. When submitting a proposal it is very important that all offerors understand it is their responsibility to ensure they meet all requirements of the RFP, not just those requirements stated in the specification such as terms and conditions, representations and certifications. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide substantiation as to how the offeror intends to meet the requirements. Offers will ONLY be accepted via e-mail. All other offers will be rejected.
