Project Manager - Maneuver Combat Systems (PM-MCS)
Background: On 16 January 2020, the US Army cancelled solicitation W56HZV-18-R-0174 for Optionally Manned Fighting Vehicle (OMFV) Middle Tier Acquisition-Rapid Prototype (MTA-RP). The cancellation stated the US Army’s intent to revisit the requirements, acquisition strategy, and schedule based on the lessons learned thus far and resolicit OMFV on a competitive basis. It also stated that additional industry engagements were anticipated. This request is the first opportunity in that process. Army leadership supports significant industry participation in defining the revised OMFV approach. Future opportunities will include industry days, one-on-one sessions and sharing draft documents for industry comment, etc.

2. What items will impact your participation in follow-on OMFV Competition(s)? Please explain. (Please consider the items listed in 1. above and any others important to you.)
3. Please provide recommendations for revisions to items in general and/or specifically. For example, a general PD requirements recommendation might be - ‘make the requirements tables easier to understand’ – while specific recommendations could be for individual requirements – such as ‘PD requirement XXX is too constraining; recommend making it Objective’. Part 2: Recommendations for revised OMFV approach:
1. The previous acquisition approach was for an initial Engineering & Manufacturing Development (EMD)-like effort using MTA-RP authority followed by another undefined full and open competition for Low Rate Initial Production (LRIP) and beyond. As previously stated, the US Army intends to revisit the requirements, acquisition strategy, and schedule based on the lessons learned thus far and resolicit OMFV on a competitive basis. The revised approach is planned to be a digital design approach as much as feasible and practical. In broad terms of effort and schedule, what would you recommend for a revised OMFV approach starting from today, through design, prototyping, test, production and incremental upgrades/technology insertions? Assume fielding of first battalion in seven years.

6. Proprietary Information. The USG acknowledges its obligations under the Federal Acquisition Regulation 3.104-4 to protect confidential information provided to the Government (18 U.S.C. §1905). Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following:
a. Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to exactly what data so qualifies.
b. Mark only data that is truly proprietary. Excessive marking of non-qualifying data may result in your response not being considered.
c. Do not mark data as proprietary that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis.
d. Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: “PROPRIETARY PORTION BEGINS” and “PROPRIETARY PORTION ENDS.”
e. Proprietary Information Disclaimer. The USG is not obligated to protect unmarked data. Nor is the Government obligated for like data in possession of third parties or for data which is afterwards placed in the public domain by the contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between Government offices, all such data will be reproduced with restrictive legends in place.
f. Support Contractors. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondent’s marking of data as “PROPRIETARY” will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available.

US Army Contracting Command, Army Contracting Command - Warren, Warren, MI, intends to issue a full and open Request for Proposal for the Next Generation Combat Vehicle - Optionally Manned Fighting Vehicle (NGCV-OMFV) under solicitation number W56HZV-18-R-0174. The NGCV-OMFV is a new combat vehicle that will provide Armor Brigade Combat Teams (ABCTs) a mobile, purpose built manned platform that will maneuver Soldiers to a point of positional advantage to engage in close combat. It will deliver decisive lethality and Soldiers to the battlefield during the execution of combined arms maneuver.
The Government intends to award up to two Middle Tier Acquisition (MTA) Rapid Prototyping (RP) contracts. The MTA RP will be a Firm-Fixed Price contract with a base award that may include multiple options. The MTA RP effort consists of procuring 14 pre-production vehicles (per contractor), two Ballistic Hull and Turrets (per contractor), armor coupons, and logistics products.
There are no small business set-asides planned for this solicitation. Additionally, this is a new requirement; therefore, there is no incumbent information to provide.
The proposals will be due approximately 180 days after the RFP is released. As part of this requirement, Offerors may be required to submit a bid sample and armor coupons to substantiate proposal data. Contract award is targeted for 2nd quarter of FY 2020.
This is a pre-solicitation notice, otherwise known as a synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. As the Army continues to advance the Optionally Manned Fighting Vehicle (OMFV) program, the NGCV CFT plans to develop requirements by starting with a broad set of desired characteristics and then refine them through a cooperative and iterative process with Industry.
The Army encourages large and small Industry partners to provide feedback on the desired OMFV characteristics. Specifically, the Army is interested in industry partners’ ability to meet the desired characteristics and what trades may be necessary. This effort is in conjunction with the Market Survey released by PM MCS on 07 February 2020 (https://beta.sam.gov/opp/37a6d32f8ef34272bd94c8340f05dd41/view); however, this request is specifically focused on vehicle characteristics for the upcoming planned solicitation.

OMFV Characteristics:
Background: The OMFV, as part of an Armored Brigade Combat Team (ABCT), will replace the Bradley to provide the capabilities required to defeat a future near-peer competitor’s force. The Army is seeking a transformational increase in warfighting capability, not simply another incremental improvement over the current Bradley Fighting Vehicle.
Concept of employment: As part of an ABCT, the OMFV will not fight alone, but rather as part of a section, platoon, and company of mechanized infantry. These companies will execute cross- domain maneuver and defeat pacing threats in the close area while maneuvering Soldiers to tactical objectives. Once the unit has transitioned to an integrated mounted and dismounted fight, the OMFV supports our Soldiers with advanced sensors, lethality, protection, and mission command.
Objectives: The Army has identified the following vehicle characteristics:
Survivability. The OMFV must protect the crew and Soldiers from emerging threats and CBRN environments. The OMFV should reduce likelihood of detection by minimizing thermal, visual, and acoustic signatures.
Mobility. The OMFV must have mobility that can keep pace with the Abrams in a combined arms fight through rural and urban terrain.
Growth. The OMFV must possess the growth margins and open architecture required for rapid upgrades and insertion of future technologies such as mission command systems, protection systems, and sensors.
Lethality. The OMFV equipped platoons must defeat future near-peer soldiers, infantry fighting vehicles, helicopters, small unmanned aerial systems, and tanks as part of a Combined Arms Team in rural and urban terrain.
Weight. The OMFV must traverse 80% of Main Supply Routes (MSRs), national highways, and bridges in pacing threat countries, and reduce the cost of logistics and maintenance. Designs must allow for future growth in components and component weights without overall growth of vehicle weight through modularity and innovation.
Logistics. The OMFV must reduce the logistical burden on ABCTs and must be equipped with advanced diagnostic and prognostic capabilities. Advanced manufacturing and other innovative techniques should be included in the design that reduce the time and cost of vehicle repairs.
Transportability. The OMFV must be worldwide deployable by standard inter- and intra-theater sea, waterway, air, rail, and road modes of transportation.
Manning. The OMFV should operate with the minimal number of crew members required to fight and win. The OMFV should allow commanders to choose between manned or remote operation based on the tactical situation.
Training. The OMFV should contain embedded training capabilities that are compatible with the Synthetic Training Environment (STE).
