NIGP 97134: Laboratory Space Rental or Lease

NIGP 97134 Laboratory Space Rental Or Lease, an Item code, covers the leasing of dedicated office and laboratory facilities by state and local agencies. Recent solicitation activity shows state and local governments using this code to procure operational office space for administrative and specialized functions, with landlords responsible for all facility maintenance, utilities, security infrastructure, and compliance with accessibility and building codes. The Mississippi Department of Mental Health's February 2026 RFP seeking 900 usable square feet of office space in Jackson—including two private offices, a receptionist area, ADA-compliant restrooms, and on-site parking—exemplifies the scope: agencies lease move-in-ready facilities under gross-lease terms, with lessors bearing operational costs and no escalation or expense-stop provisions. Issuing bodies under this code include state-level health and developmental services departments.

Geographic activity is concentrated in Mississippi based on recent postings. The Mississippi Department of Mental Health solicited office-space leasing with a March 13, 2026 RFP deadline and anticipated lease award in April 2026, with evaluation weighted heavily toward lowest annual cost per square foot, building security and safety, proximity to downtown Jackson, and facility condition. The lease structure calls for one-year terms renewable for four additional one-year periods contingent on funding availability, fiber-to-building IT infrastructure with CAT 5E minimum cabling, and keypad password access control for main entrances. No set-aside designations or incumbent contractors are identified in current solicitations.
