NIGP 23225: Decoupage Materials and Supplies

NIGP 23225 Decoupage Materials and Supplies, an Item code, encompasses the craft, hobby, and art materials that state and local governments procure for parks and recreation programs, schools, and community services — including brushes, paints, markers, papers, craft adhesives, and specialty art supplies in bulk quantities. Recent state and local solicitations frame the code's practical scope around supporting after-school programs, community recreation centers, and K–12 art curricula. Issuing bodies include municipal parks and recreation departments and independent school districts, with purchases typically structured as annual or multi-year term contracts on an as-needed basis. Procurement strategy favors multiple-award contracts to ensure vendor availability and pricing competitiveness across distributed departmental demand.

Recent activity appears concentrated in the Southeast. Columbus Consolidated Government (Georgia) issued RFB No. 26-0014 in February 2026 seeking arts and craft, hobby, and recreational supplies for its Department of Parks and Recreation with an estimated annual spend of $30,000 to $50,000 across multiple divisions; responses were due February 25, 2026. The School Board of Marion County (Florida) released Bid #4150AM in February 2026 for a ten-month term contract covering approximately 215 line items of art materials for its central warehouse, with delivery required between 7:00 AM and 2:00 PM Monday through Friday and contract award anticipated February 24, 2026. Both solicitations stipulated compliance with Consumer Product Safety standards and required vendors to maintain warehouse stock capable of rapid fulfillment; neither disclosed set-aside preferences or incumbent vendors.
