NIGP 05214: Cut-Outs, Life Size/Oversized, of Animals and Symbols

NIGP 05214 Cut-Outs, Life Size/Oversized, Of Animals And Symbols is an Item code encompassing large-scale cardboard, foam, plastic, or fabric cutouts of animals, mascots, holiday figures, and symbolic representations that state and local governments procure for seasonal decorations, public events, educational displays, and community engagement programs. The code captures single purchases and small-quantity orders rather than wholesale or manufacturing contracts. Issuing bodies span city and county parks and recreation departments, school districts, public libraries, municipal event-planning offices, and special-purpose districts managing community centers or public gathering spaces. Purchase volumes tend to be low and episodic, concentrated around seasonal peaks—particularly Halloween, Christmas, and summer community festivals—rather than sustained year-round demand.

The source material contains no specific recent state or local contract opportunities under this code. The lack of recent solicitation activity reflects the ad hoc and low-dollar nature of the commodity, where many jurisdictions source cutouts through retail channels, cooperative purchasing agreements with national vendors, or small local orders that may not generate formal RFP or IFB notices. Practitioners tracking this code should monitor municipal event notices and seasonal procurement cycles rather than expecting consistent posting patterns typical of higher-value or recurring commodity classes.
