The U.S. Secret Service (USSS) has a requirement for lapel emblems (lapel pins) in accordance with the following specifications.This is a Presolicitation notice. The NAICS code is 339911 Jewelry (Except Costume) Manufacturing, and the small business size standard is 500 employees. This procurement is 100% set aside for a small business. Interested vendors must request the Solicitation Package as directed below.
Overview:
Lapel emblems are to be made to USSS specifications and a custom design.One or more USSS Representatives will be on-site throughout the stamping, trimming and numbering phase of the manufacturing process to insure strict accountability for all lapel emblems.
Facilities requirements include: a single restricted area where elements of the manufacturing process are to take place; a combination style safe or vault to secure the lapel emblems from loss or theft during non-working hours; all offeror personnel who are directly involved in production of the lapel emblems as well as the management team shall pass a USSS police name check; additional physical security measures to safeguard the lapel emblems from loss or theft. The selected vendor will have a USSS representative perform an on-site survey of the proposed awardee?s facility to assure compliance to the security requirements prior to award.
**The successful offeror will be required to submit color samples of the lapel emblems for approval prior to mass production.
**USSS will provide artwork and color specifications in the Solicitation Package.
**All Contract Line Items are to be delivered to USSS NO LATER THAN August 1, 2008.
**All Contract Line Items are to be made in the USA per the Buy American Act.
**Proposal deadline is Friday March 7, 2008 by 5 PM EST, hand delivered or as received by USSS via postal mail (FedEx, USPS, UPS, etc.).
Submission Requirements:
--Offeror must return all materials provided by USSS (the artwork and the pin color combination sheets), whether or not offeror is submitting a proposal.
--Offeror shall submit a proposal to include:
A list of all employees who will work on this project, providing for each employee: full name, date of birth and Social Security Number;
A full detailed explanation as to how their company meets the security requirements; and
Two references for same type work, preferably from a government entity, within the last two years.

Requests for the Solicitation Package must be received via email only. FAX OR POSTAL MAILED REQUESTS WILL NOT BE HONORED. All requests for the Solicitation Package shall be submitted to
susan.papa-provost@usss.dhs.gov. Please reference Lapel Emblems. Each request must be received before 5 PM EST Wends February 20, 2008 and contain: (1) point of contract for the offeror, including the contact's name, telephone number and email address (2) DUNS or company name, address and business size for the offeror, (3) statement that all USSS provided materials will be returned regardless of submission of a proposal, and (4) full mailing address to send the Solicitation Package. Each Solicitation Package will be mailed no later than Friday February 22 2008 and the deadline for returning proposals is Friday March 7, 2008

This is a combined synopsis/solicitation for commercial items in accordance the FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. The Government will award a Firm-Fixed Price Purchase Order resulting from this combined synopsis/solicitation to the lowest price. Offeror shall provide appropriate product information that clearly documents that the offered products are those listed above.
New equipment Only; No remanufactured or "gray market" items.
Bid must be good for 30 calendar days after close of buy.
Shipping must be free on board (FOB) destination CONUS (Continental U.S.) which means that the seller must delivery the good on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be resisted in the Central Contractor Registration (CCR) database before a ward can be made to them. If the offeror is not register in the CCR, it may do so through the CCR website at http://www.ccr.gov.
Delivery must be made within 10 days after receipt of order (AOR). The offeror must provide within its offer the number of days-not to exceed 30 required to make delivery after it receives the purchase order from the buyer.
