Added: Aug 25, 2010 11:47 am This is a pre-solicitation notice published in accordance with FAR 5.203 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) on or about August 31, 2010 for Security Ink and Readers for the U.S. Citizenship & Immigration Services, Office of Security and Integrity (OSI).Security ink, in conjunction with decision stamps, is used principally by the U.S. Department of Homeland Security (DHS) to connote official conclusive action on submitted applications, travel documents, arrival and departure records, declarations, assorted forms, and petitions for benefits and services. Tough a network of Application Support Centers, Service Centers, local immigration services field offices, Asylum Offices, National Customer Service Call (NCSC) Centers, and Forms Centers. USCIS processes all immigrant and non-immigrant benefits provided to visitors of the United States. The security ink formula must be proprietary to each participating DHS component, containing security features that make its departmental origin identifiable, and difficult to remove from, or alter on , a document, while maintaining the identity of the component origin.Contractor tasks will include creating a formula for security ink, with specified characteristics and security features, to include distribution and quality control. In addition, the contractor will provide field evaluation readers.This acquisition will be a total small business set-aside. The acquisition is expected to result in one Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will be awarded for a 12-month base performance period with four 12-month option periods.This notice is not a request for proposals and in no way obligates the Government to award any contract.All questions concerning this competition must be directed in writing via email to Richard.March@dhs.gov. Added: Jul 07, 2011 12:43 pm The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.1) with Brain Power Inc, 4470 SW 74th Ave, Miami, FL, 33255 as the only responsible source that can provide units that are compatible with the installed base of BPI tinting systems and would not require significant reconfiguration of the optical lens assembly line. This acquisition is being conducted under the FAR 13.1Simplified Acquisition Procedures. Provisions and clauses in effect tough Federal Acquisition Circular 2005-52 are incorporated. Items being purchased in this acquisition: four lens tinters The Naval Medical Logistics Command has a requirement for four lens tinters for NMC San Diego [2] and Ft. Leonardwood [2] in support of NOSTRA. The requirement is for four lens tinters. The units shall be capable of tinting eyewear lenses as part of the optical lab assembly line. The units shall have four separate tanks to allow for four separate colors to be processed at the same time. The units shall be capable of tinting high index lenses, polycarbonate lenses, as well as hard coat lenses. The units shall monitor temperature of each tint tank. The units shall have automatic tank stirring and provide overflow protection to prevent tinting liquid from spilling out of its tank. The units shall be capable of being placed on a table top in the footprint (14” x 30”) left by the replaced equipment. The units shall integrate into the assembly line layout of the optical lab. The units shall be compatible with the installed base of BPI lens tinting equipment. The electrical requirements are 220VAC, 60Hz. The unit shall be compatible with the installed base of BPI lens tinting equipment. The electrical requirements are 110VAC, 60Hz, single phase. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The system shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America; even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This acquisition is being conducted under simplified acquisition procedures FAR 13.1 . There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 325131. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Added: Aug 15, 2008 2:53 pm The Government intends to award a sole source contract to Brain Power Inc. to provide 10 each Turbo Tinter 2 Dye Systems, for (5) Naval Ophthalmic Support & Training Activity Detachments. This procurement will utilize procedures under FAR 13.5. This office will no longer issue a hard copy of the Request For Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and tough final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. The Government anticipates that this solicitation, in the form of a Request For Proposal (RFP), will be available on or about 1 March 2012 from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/ and the Natick Contracting Division website at http://www3.natick.army.mil. The solicitation, specifications, and associated information will be available only from the Federal Business Opportunities and Natick Contracting Division websites. DESCRIPTION OF WORK: The Contractor will provide all plant, labor, supplies, materials, equipment, transportation and supervision necessary to provide tee types of custom designed materials. The following materials will be procured, via delivery orders, in the proposed acquisition for use as additives: tee luminescent materials (up-converters) that include rare earth phosphors that have narrow energy (IR) excitation and emitting in a narrow VIS wavelength. All tee rare earth phosphors will have an emission in the IR wavelength when excited by a N-IR source. All work required shall be in strict accordance with the detailed requirements of the technical provisions and specifications. All deliveries shall be F.O.B. Destination to the U.S. Army Soldier Systems Center, Natick, MA. The Government anticipates awarding a single Indefinite-Delivery Indefinite-Quantity contract with a base period of one (1) year and two (2) one-year option periods and that all delivery orders under this IDIQ contract will be Firm Fixed Price.
