Omniphobic Coatings for Enhanced CB Protective Clothing
Added: Apr 11, 2012 11:34 am
Superhydrophobicity and superoleophobicity (or Omniphobicity) have been demonstrated in the labs for many years; however, omniphobic treated surfaces can easily be compromised with slight scratching and abrasion. The purpose of this effort is to assess the current state of the art in research, development, and engineering for durable omniphobic (i.e., superhydrophobic and superoleophobic) coatings for potential applications in military clothing. It is expected that durable omniphobic treated textiles will provide increased environmental protection (against i.e., rain, water, and snow) as compared to conventionally available durable water repellant treated textiles and minimized attractions to aerosols, dusts, and dirt contaminants (thus reducing logistical burden with less frequent laundering). In addition, it is envisioned that omniphobic treated protective clothing will help to protect the skin from contact with solid and liquid toxic industrial chemicals, petroleum, oil, and lubricants, chemical warfare agents, and bacteria and viruses, thus effectively providing enhanced chemical/biological (CB) protection. A series of tests (as presented in the attached Table 1, "Material Performance for Omniphobic Treated Fabrics" ) will be conducted to assess omniphobic coatings submitted/responded to this solicitation to ensure a minimal impact to the textile's physical properties and performance characteristics, and the resulting omniphobic treatment is compatible for use in textile applications. These omniphobic coated/treated fabrics will resist attractions by liquid chemicals and aerosols by having very low surface tensions (i.e., very high liquid contact angle), while they are durable - having high abrasion resistance, good tensile strength, minimally hindering air permeability and moisture vapor transport properties. The weights add on after the omniphobic coating treatment process should be minimal. The coating should be thin, and conformal to the textile fibers. The fabric should remain flexible and dimensionally stable -i.e., the omniphobic coating process should not increase the stiffness of the fabric or shrink in any directions. The treatment process should not affect the fabric's print (color) negatively. Feedback will be provided after NSRDEC's testing and evaluation to academic institutions and industries which submit omniphobic textile products and technical data. Informal communications (in-person meetings, emails, and telephones) with NSRDEC Principle Investigator are expected to discuss technical findings. Limited future procurements and potential collaborations will be discussed, and the course of actions for successful omniphobic coating technologies that satisfied performance goals established in Table 1 will be recommended and integrated into follow-on science, technology, and acquisition programs with the aim to develop and transition advanced and novel technologies to benefit the Soldiers. Please submit omniphobic treated materials and technical data to: Quoc Truong, US Army Natick Soldier Research, Development, and Engineering Center, Warrior Science, Technology, and Applied Research Directorate, ATTN: RDNS-WSC-C, 15 Kansas Street, Natick, MA 01760.

Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: Stedfast USA, Inc., Ivyland, PA 18974.THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY.NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Contract modification is required to cover expenses for a correction manufacturing run for the production of a chemically active membrane (CLIN 0001). The membrane originally manufactured for CLIN 0001 has significant quality control issues that the contractor feels can be corrected by another manufacturing run with slight materials selection differences in the correction run.2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Only Stedfast Corporation can conduct this contract modification to correct the manufacturing issues that they encountered during the processing of the first membrane run. Due to the significant experience of Stedfast in the manufacturing of chemically active membranes, their prior experience with this particular product, and the fact that they were the only company to respond to the Market Survey conducted during the scoping phase of the purchase request preparation of the original contract, it is found that Stedfast Corporation is the sale source for this contract modification and technology.3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted:15-day Market Survey was announced via a Request for Information (RFI) synopsis was posted in the FedBizzOps via the Army Single Face to Industry (ASFI) on 03 May 2011. Only Stedfast Corporation responded with a quotation.4. Any other facts supporting the use of other than full and open competition:The purchase description was adequate for full and open competition, and more than one possible fabric producer was identified as a potential material provider, and more than one company received an invitation for quotation on the 03 May 2011 Market Survey. Only one company responded.5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Continue to keep all companies capable of conducting the manufacturing of membranes appraised of similar opportunities.6. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: steve.streeter@us.army.mil no later than 5:00 PM (EST) August 6, 2011.Contracting Office Address: RDECOM Contracting Center - NatickCCAP-SCN, Natick Contracting DivisionKansas Street, Building 1Natick, MA 01760-5011Point of Contact:Steven Streeter, Contract Specialist (508) 233-6180steve.streeter@us.army.mil

This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available uniform material fabric that may be of interest to the United States Coast Guard (USCG). The USCG Headquarters is conducting market research to determine manufacturers and suppliers that may provide cloth according to the attached purchase description for wind resistant poplin nylon/cotton cloth, dyed to match Coast Guard Blue 3362. The purchase description for rip stop cloth is one class only. It shall have a durable soil, stain, and wrinkle resistant finish. See attached purchase description.Responses to this notice should include company name, address, telephone number, point of contact (POC), and complete product details, brochures, and etc. which will allow the USCG to understand your fabric's capabilities for meeting the product description. Also, responses should state approximate lead-time for acquiring your fabric. Please provide the details and terms of any standard warranty included with the fabric. Please respond to the following questions:(1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business?(3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act?(4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business?(6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (9) If possible, any POCs for civilian users for general usage of product questions. After the review of the responses to this request for information (RFI) the USCG will use the information to confirm if there are multiple mills providing fabric that could meet the USCG fabric requirement. This will be used for determining the availability of sources for future operational dress uniform (ODU) fabric requirements. Responses to this RFI are not adequate response to any future solicitation announcement. The USCG does not directly purchase fabric under the attached product description but incorporates the product description into the ODU uniform requirement. Again, this is not a request for proposals and in no way obligates the USCG to award any contract.Closing date and time for receipt of response is March 31, 2011, 4:30 p.m., EST.
