USDA's Farm Service Agency, Kansas City Commodity Office (KCCO) intends to issue solicitation AG-DMCD-S-12-0157 for procurement of Macaroni & Cheese Products for domestic food assistance programs. Deliveries are to various locations in the United States on an FOB destination basis. The solicitation may include various small business set asides pursuant to the Small Business Act (15 U.S.C. 631, et seq.). This may include partial or total small business set-asides, service-disabled veteran-owned (SDVO) set-asides, quantities reserved for 8(a) and AbilityOne firms, and price evaluation preferences for qualified HUBZone small businesses. The Kansas City Commodity Office (KCCO), Domestic Procurement Division, 6501 Beacon Drive, Stop 8718, Kansas City, MO 64133, intends to transition to multiple-year, indefinite-delivery, indefinite-quantity, fixed-price contracts for commercial items. The Government is interested in a contract base period of one year with options to extend for up to four additional years. Products must be suitable for school, household or emergency program use, depending on the pack size ordered. The Government desires a continuous supply of safe, nutritious, quality, good-tasting food products and 95 percent or better timely deliveries. KCCO is also seeking qualified companies to supply pasta products and enriched egg noodles.
This notice will serve as the market research to obtain information for this procurement. All information gathered in response to this Sources Sought Notice will be used solely for planning purposes. This is not a formal solicitation but a request for interested parties to provide information. No current solicitation exists and requests for a solicitation will be ignored.

1. First and primary ingredient must consist of whole durum wheat, and the remaining ingredients may be other whole grains.
2. The quality of the whole durum wheat ingredient must be grade U.S. No. 1.
3. After the whole grain pasta is cooked, it must maintain texture, shape, and taste in accordance with the requirements of the Commercial Item Description.
4. Whole grain pasta must have a tan to light brown distinction in color.
5. Maximum ash: 2.0 percent, moisture free basis.
All food products procured by the USDA are subject to a 100 percent domestic origin requirement.
The applicable NAICS code for this procurement is 311823 with a small business standard of 500 employees. The Government intends to make periodic requests for proposal (RFPs) for multiple awards. USDA, Farm Service Agency, Commodity Operations, Kansas City Commodity Office, Domestic Procurement Division intends to issue a Request for Proposals (RFP) for the procurement of Pasta and Enriched Egg Noodles for use in various domestic food assistance programs. The RFP will be issued approximately fifteen days from the date of this presolicitation notice. The RFP will be available through the Governmentwide point of entry for Federal procurement opportunities (FedBizOpps) website: www.fbo.gov and the Commodity Operations website: http://www.fsa.usda.gov/FSA/webapp?area=home&subject=coop&topic=pas.
The RFP will seek responsible offers to supply and deliver, generally on an f.o.b. destination basis, large quantities of Pasta and Enriched Egg Noodles to various locations in the United States and its territories. As delivery schedules and exact quantities are not yet known, award will be made on and indefinite-delivery, indefinite-quantity basis. Pursuant to Agricultural Acquisition Regulation 470.103(b), commodities and the products of agricultural commodities acquired under this contract must be a product of the United States, and shall be considered to be such a product if it is grown, processed, and otherwise prepared for sale or distribution exclusively in the United States. For informational purposes, during fiscal year 2009 approximately 41 million pounds of Pasta and Enriched Egg Noodles were purchased. The amount and frequency of commodity procured is dependent upon the needs of the program administering agency, USDAs Food and Nutrition Service.
The solicitation will comply with the policies and procedures governing competitive negotiated acquisitions prescribed in Part 15 of the Federal Acquisition Regulation (FAR). Responsible offerors are required to submit proposals that adequately address all technical and price evaluation factors contained in RFP. Award will be made to contractors demonstrating the best value to the Government on the basis of the lowest priced proposals meeting or exceeding the acceptability standards for non-price factors. The Government intends to award multiple indefinite-delivery, indefinite-quantity contracts. The contract period will consist of a base period of twelve months, and the potential for four, one-year option periods, if exercised at the Governments discretion.
Pasta and Enriched Egg Noodles are classified as commercial items. The Government intends to utilize the policies and procedures of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15.
